** मेरे प्यारे साथियों** आज हम आपको नई दिल्ली में प्रधानमंत्री नरेंद्र मोदी जी द्वारा 9 अगस्त 2020 को कृषि अवसरंचना कोष (Agriculture Infrastructure Fund) के तहत 1लाख करोड़ रूपये की वित्तपोषण योजना के बारे में बताने जा रहे है। एग्रीकल्चरल इंफ्रास्ट्रक्चर फण्ड के तहत किसानो को फसल के बेहतर दाम मिलने के लिए फाइनेंस की सुविधा प्राप्त होगी। केंद्र सरकार ने 1लाख करोड़ रूपये के कृषि अवसरंचना कोष के तहत फाइनेंस की सुविधा को मंजूरी दे दी है। यह फण्ड कटाई के बाद फसल के बेहतर प्रबंधन के लिए इंफ्रास्ट्रक्चर और (Community agricultural assets) जैसे की कोल्ड स्टोरेज, क्लेक्शन सेंटर, प्रोसेसिंग यूनिट बनाने में सहायता करेगा।


कोरोना काल में देश के किसानो को केंद्र सरकार ने बढ़िया तोहफा भेट किया है। प्रधानमंत्री नरेंद्र मोदी जी ने वीडियो कॉन्फ्रेसिंग के माध्यम से कृषि इंफ्रास्ट्रक्चर फण्ड के तहत 1लाख करोड़ रूपये की वित्तपोषण सुविधा को लॉन्च किया। यह वित्त मंत्री निर्मला सीतारमण द्वारा पेश किये गए 20 लाख रूपये के प्रोत्साहन पैकेज का हिस्सा है। सरकार द्वारा दी गयी राशि किसानो को उनकी उपज के लिए अधिक मूल्य प्राप्त करने में सक्षम बनाएगी क्योंकि किसान बढ़िया दामों पर भंडारण एवं बिक्री करने,अपव्यय को कम करने, प्रसंस्करण और दामों में वृद्धि बढ़ाने में सक्षम होंगे। 


2,280 से अधिक किसान समाजो को 1000 करोड़ दिए गए है। इसमें लाखो किसानो,एफपीओ, सहकारी समितियों,पैकेज और देश भर से शामिल होने वाले नागरिको ने भाग लिया था।

प्रधानमंत्री मोदी के भाषण के मुख्य आकर्षण

प्रधानमंत्री मोदी जी ने वीडियो कॉन्फ्रेंस में यूरिया के बहुत ज्यादा प्रयोग पर चिंता प्रकट की है। किसान प्रतिनिधियों के साथ बातचीत में उन्होंने कहा है की यूरिया के ज्यादा इस्तेमाल से धरती को बहुत नुकसान हो रहा है और किसानो को इसके बारे में  सोचना चाहिए। आत्मनिर्भर भारत अभियान के तहत किसान और खेती से जुडी सारी समस्याओ के हल ढूँढे जा रहे है। एक देश,एक मंडी के इस मिशन को लेकर पिछले 7 साल से काम चल रहा था वह अब पूरा हो गया है। अब किसान के पास अनेक विकल्प है। अगर किसान अपने खेत में ही अपनी उपज का सौदा करना चाहे,तो वह कर सकते है या फिर व्यापारियों और संस्थानों के साथ किसान अपनी फसल का सौदा करके अपनी फसल के  ज्यादा दाम प्राप्त कर सकते है। 


आत्मनिर्भर भारत अभियान का संकल्प 

आत्मनिर्भर भारत अभियान के तहत हर जिले में प्रसिद्ध उत्पादों को देश और दुनिया की मार्किट तक पहुंचने के लिए एक बड़ी योजना बनाई गई है।एक तरफ पूरी दुनिया कोरोना महामारी से दुखी है वही हमारे देश के किसान ही है,जिन्होंने लॉकडाउन के दौरान देश को खाने -पिने के जरुरी सामान की समस्या नहीं होने दी है। देश जब लॉकडाउन में था,तब हमारे किसान खेतो में फसल की कटाई कर रहा था और बुआई के नए रिकॉर्ड बना रहा था। यही कारण है की इस मुसीबत के समय में भी हमारी ग्रामीण अर्थव्यवस्था मजबूत है।   अब हम ऐसे देश की तरफ आगे बढ़ रहे है जहाँ गांव  के कृषि उद्योगों से फ़ूड आधारित उत्पाद शहर जाएंगे और शहरो से दूसरा उद्योगिकी सामान बनकर गांव पहुंचेगा। यही तो आत्मनिर्भर भारत अभियान का संकल्प है जिसके लिए हमे काम करना है।  

क्या है एग्रीकल्चरल इंफ्रास्ट्रक्चर फण्ड 

एग्रीकल्चरल इंफ्रास्ट्रक्चर फण्ड कोरोनावायरस एक भयानक महामारी के बुरे प्रभाव को कम करने के लिए सरकार द्वारा लागु 20 लाख करोड़ रूपये के राहत पैकेज का एक हिस्सा है। कृषि अवसरंचना कोष की अवधि साल 2029 तक यानि की 10 साल तक के लिए है। इसका मुख्य लक्ष्य कम ब्याज,आर्थिक सहायता और वित्तीय मदद के जरिए कृषि अवसरंचना और सामुदायिक खेती के लिए प्रेक्टिकल प्रोजेक्ट में निवेश के लिए अधिक समय के ब्याज फाइनेंसिंग की सुविधा प्रदान करना है। इसका लक्ष्य ग्रामीण क्षेत्र में अपने निवेश को बढ़ावा देना और अधिक काम -काज पैदा करना है।


डेढ़ साल में किसानो के खाते में पहुंच चुकी है 75 हजार करोड़ की राशि

मोदी जी ने कहा है की मुझे ख़ुशी इस बात की है की इस योजना का जो लक्ष्य था वो हासिल हो रहा है। हर किसान परिवार तक सीधी सहायता पहुंचे और जरूरत का सामान भी उनको समय पर मिलता रहे। इस उद्देश्य से यह योजना सफल रही है। पिछले डेढ़ साल में इस योजना के माध्यम से 75 हजार करोड़ रूपये सीधे किसानो के बैंक खाते में जमा हो चुके है। इसमें से 22 हजार करोड़ रूपये तो कोरोना के कारण लॉकडाउन के दौरान किसानो तक पहुंचाए गए है। 

8.5 करोड़ किसानो को मिले 17 हज़ार करोड़ रूपये

प्रधानमंत्री ने पीएम -किसान योजना के तहत 8.5 करोड़ किसानो  17,000 करोड़ रूपये की छठी क़िस्त भी जारी की है। देश भर के लाखो किसान,सहकारी समितियां और नागरिक इस कार्यकर्म में शामिल किया गया। नकद लाभ सीधे एक बटन के क्लिक के साथ उनके आधार सत्यापित बैंक खातों में स्थानांतरित किया गया। केंद्रीय कृषि और किसान कल्याण मंत्री नरेंद्र सिंह तोमर भी वीडियो लिंक के जरिए इस मौके पर मौजूद रहे। 


एग्रीकल्चरल इंफ्रास्ट्रक्चर फण्ड के लाभ

प्रधानमंत्री मोदी जी ने कृषि-अवसरंचना कोष के तहत 1 लाख करोड़ रूपये की वित्त पोषण सुविधा शुरू करके किसानो को राहत दी है।  प्रधानमंत्री ने पीएम किसान योजना के कार्यान्वयन को तेजी के साथ अपनी संतुष्टि व्यक्त की है,उन्होंने कहा है की इस कार्यकर्म का पैमाना इतना बड़ा है की आज जारी धन कई देशो की पूरी आबादी की तुलना में अधिक लोगो तक पहुंच गया है। 

इस योजना की अवधि 10 साल तक होगी। इस योजना के तहत 1लाख करोड़ रूपये तक के ब्याज के लिए सीजीटीएमएसई योजना के तहत 3%हर साल ब्याज दर और क्रेडिट गारंटी कवरेज के साथ ब्याज के रूप में बैंको और वित्तीय संस्थानों द्वारा प्रदान किया जाएगा।   इन सुविधाओं के शुरू होने से किसानो को उनकी फसल की बेहतर दाम मिल सकेंगे। इन सुविधाओं के चलते किसान अपनी फसल को इकठ्ठा कर सकेंगे,और सही दाम मिलने पर अपने माल को बेच सकेंगे,इससे उनकी कमाई में वृद्धि होगी। फ़ूड प्रोसेसिंग की सुविधा से किसानो को उनकी फसल की अधिक कीमत मिलेगी जिससे वह किसान और उनका परिवार खुशहाल रह सके।

  

11 सरकारी बैंको ने साइन किया एग्रीमेंट

सरकार कई लोन देने वाली संस्थाओ के साथ एग्रीमेंट करके 1 लाख करोड़ रूपये की फाइनेंस की स्कीम शुरू कर रही है। इसमें सार्वजानिक क्षेत्र के 12 बैंको में से 11बैंको ने पहले ही कृषि सहयोग और किसान कल्याण विभाग के साथ एमओयू  साइन कर लिया है। इस स्कीम का लाभ अधिक से अधिक किसानो को मिले और उनकी आय में वृद्धि हो इसके लिए सरकार ने इस स्कीम के लाभार्थी को 3%ब्याज सब्सिडी और 2 करोड़ रूपये तक की ऋण गारंटी देने का ऐलान किया है। 


इस साल वितरित होगा 10,000 करोड़ का लोन

एग्रीकल्चरल इंफ्रास्ट्रक्चर फण्ड में 1 लाख करोड़ रूपये बैंको और वित्तीय संस्थाओ द्वारा प्राइमरी एग्री क्रेडिट सोसायटीज,किसान ग्रुप्स,किसान प्रोड्यूसर ऑर्गनाइजेशंस,एग्री -उधमियों,स्टार्टअप्स और एग्री -टेक से जुड़े लोगो को लोन के रूप में उपलब्ध करवाए जाएंगे। लोन 4 वर्षो में वितरित किए जाएंगे। मौजूदा वित्त वर्षो में 10,000 करोड़ और अगले 3 वित्त वर्षो  के दौरान प्रत्येक में 30,000 करोड़ रूपये का लोन वितरित होगा। 


पीएम किसान योजना

दिसंबर 2018 में सभी कृषि भूमि किसानो को नकद लाभ के माध्यम से आय का समर्थन प्रदान करने के लिए पीएम किसान योजना शुरू की गयी थी ताकि वह अपनी कृषि आवश्यकताओं को पूरा कर सके और अपने परिवारों का समर्थन कर सके। इस योजना के तहत,पात्र लाभार्थी किसानो को तीन समान किस्तों में 6000 रु हर साल का वित्तीय लाभ प्रदान किया जाता है। 


कृषि क्षेत्र के लिए एक नया सवेरा

ये कदम प्रधानमंत्री के मार्गदर्शन में भारत सरकार द्वारा उठाए गए सुधारो की एक श्रृंखला में नवीनतम है। ये उपाय सामूहिक रूप से भारत में कृषि क्षेत्र के लिए एक नई सवेरा है,और भारत के किसानो के लिए रोजी -रोटी के कल्याण और स्थिरता को सुनिश्चित करने के लिए सरकार की प्रतिब्धता को दर्शाता है। 


Punjab Free Smartphone Distribution (Captain Smart Connect) Scheme 2021 for Class 12th Students of Government Schools

Punjab government has approved Captain Smart Connect Scheme. In this Free Smartphone Distribution Scheme (पंजाब मुफ्त स्मार्टफोन योजना), the state govt. will provide 1.78 lakh smartphones to class 12th students of state government schools by November. In the first phase of Mobile Phones to the Youth Scheme, govt. will distribute 50,000 mobile phones to students of govt. schools studying in class 12th. Earlier govt. had decided to provide smartphones to girl students of class 11th and 12th, but now smartphones would be given to both boys and girls of class 12th.
   
CMO Punjab has already approved the modalities for distribution of free mobile phones and procurement of phones has already been completed. The 50,000 smartphones have already been received by the Punjab government and distribution of mobile phones will begin shortly. The manufacturing firm has also ruled out any Chinese connection of smartphones.
The smartphones would be equipped with various smart features such as touch screen, camera and pre-loaded government applications. It includes various features such as e-Sewa App along with e-content related to class 11th and 12th as approved by department of school education in Punjab.

Punjab Captain Smart Connect Scheme 2021 - Free Smartphone Distribution to the Youths 

In order to attract the youths of the Punjab, CM Amarinder Singh had announced Free Smartphone Distribution Scheme in 2016. Under this scheme, CM made an announcement to provide 50 lakh smartphones with 1 year of free data and calling to the youth in the state. However, this announcement was still unfilled, so govt. has approved Punjab Captain Smart Connect Scheme 2021 or its other name is Mobile Phones to the Youth Scheme 2021. In this scheme, youths will be given around 1.78 lakh smartphones by November. In the 1st phase, around 50,000 boys / girls students of govt. schools will be given mobile phones.

The main objective is empowerment of youths by connecting them through digital mode to facilitate online learning on priority basis during COVID-19 pandemic outbreak. This Punjab Smartphone Distribution Scheme 2021 was a pre poll promise of CM Amarinder Singh led government which is going to be fulfilled after 4 years of coming in power.

How to Apply for Punjab Free Smartphone Distribution Scheme 1st Phase 

Punjab cabinet committee led by CM Captain Amarinder Singh  has decided to start 1st phase of Free Smartphone Distribution Scheme. In 1st phase, around 50,000 smartphones would be given to students of govt. schools which are studying in class 12th. All the boys and girls students would be required to submit a self certification form. This Punjab Smart Connect Scheme online application form would ensure that youth beneficiaries of Mobile Phones to the Youth Scheme are already not in a possession of smartphone and they really requires it.

About Punjab Captain Smart Connect Scheme 2021 Initiative

The new Captain Smart Connect Scheme is a govt. initiative to provide access to several digital platforms to youth. The Punjab govt. will enable youth in getting information from websites, applications to enable them to take informed career decisions. Students would be able to get information about education and career opportunities and access basic citizen services. Punjab govt. Free Smartphone Distribution Scheme was a pre-poll promise of the congress party. The state govt. had set aside funds for Mobile Phones to the Youth Scheme in Punjab Budget 2017-18, 2018-19, 2019-20 and in 2020-21.

Type of Mobile Phones to be Distributed in Punjab Free Smartphone Scheme

Under the Punjab Mobile Phones to the Youth scheme, govt. will provide basic smartphones to both boys and girl students in 12th standards. Those handsets which are to be distributed will come up with various features which includes:-

  3. Internet Connectivity
  4. Social Media Apps
  5. Pre-loaded government applications
  6. e-Sewa App
  7. e-content of class 11th and 12th
Smartphones under the Punjab Free Smartphone Scheme will also provide some other basic functionalities.

Implementation of Punjab Captain Smart Connect Scheme

As per the official sources, Punjab govt. had incorporated an open transparent biding process. Vendors who will be responsible to provide mobile devices to students are chosen through a transparent process. Punjab Information Technology Corporation Ltd. had earlier floated tenders for Free Smartphone Distribution Scheme. The state govt. has already procured 50,000 handsets to be distributed in the 1st phase of Punjab Captain Smart Connect Scheme. In the next few days, vendor will deliver first set of handsets under Mobile Phones to the Youth Scheme.

The second batch of mobile phones to be distributed among govt. school students of class 11th and 12th will be procured soon. The entire distribution process of smartphones under Mobile Phones to the Youth Scheme will be completed soon. Punjab Cabinet has approved the modalities for distribution of smartphones.

Major Beneficiaries of Free Mobile Phone Distribution Scheme in Punjab

Official announcement has been made by the Punjab govt. on beneficiaries of Free Mobile Phone Distribution Scheme. In the initial first phase, govt. will distribute 50,000 smartphones to boys and girls students of government schools who are currently studying in class 12th. Priority will be given to those students who already do not own a mobile phone to enable them to do online learning. After the successful implementation of first phase of Mobile Phones to Youth Scheme, the scheme will be extended to other students as well. It is proposed to distribute 1.78 lakh smartphones to students.

Need for Punjab Free Smartphone Scheme for Govt. School Students

Punjab cabinet committee has noted that 4 months of academic year 2021-22 has been elapsed already without any regular on-campus classes. During this period, private schools were undertaking online classes but govt. schools students faced a competitive disadvantage. The most affected students from COVID-19 lockdown are those students who are studying in class 12th.

Initially, Punjab govt. announced that first batch of the smartphones would be given to girls. However, CM said that both boys and girls of class 12th government schools who do not have smartphones to access online classes will be provided the same. It is necessary to ensure that any student does not suffer in the times of the Coronavirus pandemic due to lack of access to education.

Background of Free Smartphone Distribution Scheme

Punjab govt. had made an announcement for the Captain Smart Connect Scheme implementation before assembly elections. In the budget 2017-18, govt. had allocated money for distribution of free smartphones under Mobile Phones to the Youth Scheme. 

In a meeting held in September 2019, Punjab cabinet had decided to distribute mobile phones to about 1.6 lakh girl students. Priority was on those girls not owning a smartphone and studying in classes 11 and 12 in the government schools during the fiscal 2019-20. The contract was signed with a company called Lava International Ltd. after an open competitive bidding process. However, during the process of procurement and delivery of smartphones, the country was hit by the COVID-19 pandemic. As a result, the delivery and distribution of the smartphones could not take place in the academic year 2019-20.

Now the state govt. will start implementing 1st phase of Free Smartphone Scheme in Punjab. The new Free Smartphone Distribution Scheme aims to provide digital access to youths. Moreover, it contains information regarding education, career opportunities, access to skill development and employment opportunities, in addition to basic citizen-centric services through government applications.

PM Affordable Rental Housing Complexes Scheme (ARHC) FAQ's

A. General Information

1. What is Affordable Rental Housing Complexes (ARHCs)? 

Affordable Rental Housing Complexes (ARHCs) is a sub-scheme under Pradhan Mantri Awas Yojana- Urban (PMAY-U). ARHCs means a listed project with a mix of at-least 40 Dwelling Units (DUs) and Dormitories along with basic civic infrastructure facilities such as water, sanitation, sewerage/ septage, road, electricity along with necessary social/ commercial infrastructure for urban migrant/poor of EWS/LIG categories. DUs will comprise of single bedroom up to 30 sqm/ double bedroom up to 60 sqm with living area, kitchen, toilet and bathroom and Dormitory Bed of up to 10 sqm carpet areas each. A maximum of one-third units (33%) in a project with 2 bedrooms, living room, kitchen, toilet and bathroom is allowed. 

2. What is the need of Affordable Rental Housing Scheme?

Due to COVID-19 pandemic, massive reverse migration of labourers/urban poor has happened. These migrants generally live in slums, informal/ unauthorised colonies or peri-urban areas to save on high rental charges. They may not be interested in ownership housing and generally look for affordable rental alternatives. ARHCs aim to improve ease of living of urban migrants/poor by providing them decent accommodation with all basic amenities near their place of work at affordable rent.

3. What is the coverage of the scheme?

This scheme will be implemented in all Statutory towns, Notified Planning Areas, and areas of Development/ Special Area Development/ Industrial Development Authorities.

4. What is the duration of scheme?

Project proposals under ARHCs will be considered upto March 2022.

5. What are the aims and objectives of the ARHCs Scheme?

i. To address the vision of 'AatmaNirbhar Bharat' by creating affordable rental housing for urban migrants/ poor.

ii. To provide dignified living with necessary civic amenities near their workplace.

iii. To create conducive ecosystem for Public/ Private Entities to leverage investment in rental housing.

6. What is the project period for ARHCs?

Project period is 25 years from the date of commencement of operation as ARHCs.

7. How ARHCs will be implemented?

ARHCs will be implemented through two models:

• Model-1: By utilizing existing Government funded vacant houses by converting them into ARHCs under Public Private Partnership.

• Model-2: Construction, Operation and Maintenance of ARHCs by Private/ Public Entities on their own vacant land.

8. Who are urban migrants for ARHCs?

Urban migrants for ARHCs means a person or groups of people/ families of EWS/ LIG categories, who take a conscious decision to move away or relocate from their village / towns to other cities/ towns temporarily or permanently, for seeking employment opportunities/ education/ health visits etc.They may include labour, urban poor (street vendors, rickshaw pullers, other service providers etc.), industrial workers, migrants working with market/ trade associations, educational/ health institutions, hospitality sector, long term tourists/ visitors, students or any other persons of such category.

9. How will ARHCs be implemented?

ARHCs will be implemented by Private and Public agencies as Concessionaire/ Entity.

10. Can houses constructed under various schemes of Central/ State Governments/ UTs/ Parastatals/ Private entities be converted into ARHCs?

Vacant houses constructed under various schemes of Central/ State Governments / UTs / Parastatals / Private entities can be converted into ARHCs.

11. Where can one find technical and operational guidance to implement ARHCs?

ARHCs Operational Guidelines giving technical and operational details, issued by MoHUA is available on the ARHCs website: www.arhc.mohua.gov.in. 

12. Where can one find the status of ARHCs Scheme?

Location and Project wise details of ARHCs including occupancy details will be available on ARHC website: www.arhc.mohua.gov.in and States/ UTs/ ULB/ Parastatal/ Concessionaire/ Entity will be responsible to update the information periodically.

13. What is the Monitoring mechanism of ARHCs?

ARHCs will be monitored by concerned States/ULBs.

14. Will there be any mid-term evaluation of ARHCs?

Midterm evaluation of ARHCs will be carried out by respective States/ MoHUA through an independent agency.

15. Is there any provision for social audit of ARHCs?

Social Audit of ARHCs will be carried out by MoHUA through an independent agency.

16. Will there be any accreditation mechanism for ARHCs?

Accreditations of ARHCs will be carried out by ULBs through an independent agency.


B. Beneficiaries of ARHCs

17. Who can be a beneficiary of ARHCs?

Beneficiaries for ARHCs will be urban migrants/poor from EWS/LIG categories including labour, urban poor (street vendors, rickshaw pullers and other service providers), industrial workers along with migrants working with market/trade associations, educational/health institutions, hospitality sector long term tourists/visitors, students or any other persons of such categories.

18. Are the PMAY (U) beneficiaries eligible for availing the benefits of ARHCs Scheme?

Yes, PMAY (U) beneficiaries who are urban migrants and do not have PMAY (U) house in the same city, are eligible for availing the benefits of ARHCs Scheme.

19. Why this scheme is limited to urban migrants and poor only?

It includes all eligible individuals who are from EWS/ LIG category and urban migrants/ poor as defined in the PMAY (U) guidelines and ARHC guidelines and exclusively designed for all target beneficiaries to provide dignified living.

20. Is there any preference under ARHCs for allotment?

21. Can a migrant avail benefit in a different city of his home State?

Yes, the migrant will be entitled to get the benefit of the scheme in any other city of his/her home State. For example: a person from his native place Gorakhpur, Uttar Pradesh goes to Kanpur for earning as migrant , he will be eligible to avail the benefit of ARHC in Kanpur.

22. What documents will be needed by the tenants to get house in ARHC?

Allotment of single bedroom/ double bedroom/ dormitories is responsibility of the implementing agency i.e. Entities/ Concessionaires. Aadhaar or any other Govt. approved identification documents will be mandatorily required for allotment in ARHCs.

23. Is there any verification required before allotment of ARHCs to tenants or aggregators?

Yes, verification of credential of individual/ tenants / aggregators is required as per State/ UT/ ULB policy.

24. How long can tenants stay in ARHC?

The tenants can stay as per the mutual agreement with Concessionaire/Entity subject to compliance with conditions mentioned in Agreement.

25. Will students be able to get accommodations under ARHC scheme?

Yes, students can get accommodations in ARHCs, who belong to EWS/LIG categories.

26. Can a Group of persons with specialized skills such as shoe making, tailoring, catering etc. take accommodation in ARHC?

Yes, however ARHCs shall only be used for residential purpose and no commercial activities shall be allowed inside ARHCs.

27. How to apply for getting residential unit/ dormitory in ARHCs?

Individual/ Entities/Organizations/ Aggregators may book their requirement of houses through website i.e. www.arhc.mohua.gov.in. Concessionaire/ Entity may also tie up with other Entities/Organizations or get migrant labour/ urban poor through Aggregators.

28. What will be the rent for single/double bedroom units/dormitories?

For ARHC, Model I affordable rent will be fixed based on local market survey by ULB and Concessionaire and for Model-II rent shall be fixed by Entity based on the local survey.

29. What will be the mechanisms for paying rent?

Rent may be paid by such agencies deducting directly from the salary/ fee/ any kind of remuneration etc. of tenants/occupants.


C. Concessionaire/ Entity

30. Who is Concessionaire?

Concessionaire means Public/Private agencies, organizations, industrial bodies/ associations, institutions implementing ARHCs under Model- 1.

31. Who is an Entity?

An Entity means Public/Private bodies including landowners, developers/ builders, promoters, manufacturing units, industries, institutions, associations, Central/State government organisations/ Parastatals implementing ARHCs on their own available vacant land under Model- 2.

32. How the concessionaire will be selected?

Concessionaire will be selected by the concerned ULB through a transparent bidding process based on the model RFP (tender document) circulated by MoHUA.

33. What will be the selection criteria for Concessionaire?

Concessionaire will be selected through a transparent process by ULBs. While bidding, affordable rental amount and period of concession shall be fixed parameters and selection of Concessionaire will be made on the basis of bidder offering maximum positive premium to ULBs. In case of negative premium, bidder requiring lowest negative premium will be selected and will be eligible for Viability Gap Funding (VGF).

34. What will be the shortlisting criteria for Entities under Model-2?

Entities will be selected through an open transparent process of EoI. Participating entities will be shortlisted who fulfil the evaluation criteria as per EoI.

35. Is formation of consortium allowed in ARHCs?

Consortium will be permissible through partnering with other agencies for participating in the tender process for project financing, management, implementation and operation of ARHCs.

36. What would be the responsibilities of a Concessionaire?

Concessionaire would invest in making vacant houses livable (Refer Sl No 51) by repair/retrofit the rooms/buildings and filling up internal infrastructure gaps like water, sewer/septage, sanitation, internal roads etc. in the ARHCs projects.

37. Will ARHCs be made by Government bodies or by private sector?

ARHCs will be made by State Govt. /UTs/Urban Local Bodies/ Public Sector Undertakings and Private Entities who participates in the RfP/EoI process and selected / shortlisted after fulfilling the criteria of RfP/EoI.

38. Are Central/State PSUs can construct ARHCs on their available vacant land?

Yes, Central/State PSUs can construct ARHCs and provide accommodation for their employees at affordable rent who belong to EWS/LIG category.

39. Can rental housing be developed on freed up land after demolition of old/existing housing?

Yes, it is allowed as new construction, provided it meets minimum number of 40 DUs or equivalent dormitories as specified under the scheme guidelines.

40. How high land prices are dealt under the scheme to make it attractive proposition for them?

A number of incentives/benefits have been provisioned under ARHCs to make the project financially viable.

41. Who will bear the cost of Operation & Maintenance?

The cost of Operation & Maintenance will be borne by the Concessionaires/Entity.

42. Who will bear the minor/ major/ associated repair cost during the ARHC period?

Concessionaire/Entity will bear minor/major repair and other associated cost during the O&M period i.e. 25 years from the date of starting of project on rent.

43. How Concessionaires/Entity will cover-up the minor/ major/ associated repair cost?

Concessionaire/Entity, while preparing the final DPR will include all required minor/major and associated cost in both the models. State / ULB/ Parastatal will not borne any additional cost after approval of project/O&M period and Concessionaire/Entity will be responsible for all the activities.

44. Who will be responsible for security of ARHCs?

Concessionaire/Entity will entirely responsible for making necessary arrangements for safety & security of ARHCs buildings/ tenants/ vehicles within the premises through CCTV/ security guards or any other means.


D. Financial Provisions/Incentives

45. What are Incentives proposed for Concessionaire/Entities to develop and operate ARHCs?

• Concessional Project Finance under Affordable Housing Fund (AHF) & Priority Sector Lending (PSL).

46. What is Use Permission?

Use Permission means allowing construction of ARHCs by the concerned Planning Authorities by including it in the list of Permissible Activities, designated in a particular Land Use Zone, as determined in the Zoning Regulations of local Master Plan/Development Plan. Permission may also be granted to use more than the existing permissible limit, without the need of changing land use.

47. What is Technology Innovation Grant (TIG)?

TIG under Technology Sub-Mission (TSM) of PMAY (U) is to facilitate adoption of innovative, sustainable, green and disaster-resilient technologies as well as building materials for faster and quality construction of ARHCs.

48. What is the condition to avail TIG for ARHCs?

TIG will be applicable only for the use of new technology in construction of a new building under ARHCs.

49. How much time period is permissible for construction of projects using TIG?

18 months from the date of statutory approval required for commencement of construction of the project.

50. How much grant is provisioned under TIG?

TIG of Rs. 1,00,000/- per dwelling unit in case of double bedroom (up to 60 sqm carpet area), Rs. 60,000/- per Dwelling Unit (up to 30 sqm carpet area) in case of single bedroom and Rs. 20,000 per Dormitory Bed (up to 10 sqm carpet area) shall be released by MoHUA to Entities.

51. What is the Role of BMTPC in ARHCs?

BMTPC will appraise the projects/DPR forwarded by the State/UT using new technologies to ascertain eligibility for TIG as mandated under TSM. After approval from CSMC, MoHUA through BMTPC will release TIG amount to the entities as per defined procedures in the Operational Guidelines.

52. What is Viability Gap Funding (VGF)?

Existing Government funded vacant houses are already lying vacant in Cities for long time which requires immediate repair/retrofit and filling up infrastructure gaps to make them livable. Normally, entire amount will be invested by the concessionaire to make them livable. However, in special circumstances VGF may be required by the Concessionaire and this gap funding will be done by ULBs to make ARHCS commercial viable as per Operational Guidelines.

53. What will be the tax liabilities for landowners or landlords under this scheme?

Income tax/GST on any profit and gains derived from operation of ARHCs will be exempted at par with affordable housing.


E. Building Design and Construction

54. How much minimum land is required for construction of ARHCs?

ARHCs should have encumbrance free land for construction of minimum 40. Dwelling Units (up to 30 /60 sqm carpet area) or equivalent dormitory beds (up to 10 sqm carpet area) along with necessary civic and social infrastructure. However, construction of a maximum of one-third units (33%) in a project with 2 bedrooms, living room, kitchen, toilet and bathroom is allowed (up to 60 sqm carpet area). For example, if total number of units in one project is 120, the entity may have any combination of single bedroom/double bedroom/dormitory bed, but number of double bed rooms cannot be more than 40.

55. Is there any restriction with respect to planning and design of ARHCs?

Entities are free to plan and design the complexes within the framework of ARHCs guidelines and relevant provisions of National Building Code, Local Development Control Rules, bye laws and permissible relaxation under this scheme by the local authorities.

56. What is the arrangement for layout/building plan and other statutory approvals of ARHCs?

State/ULB/Parastatals will approve the layout/building plan and facilitate other statutory approvals of ARHCs projects through single-window system within 30-days of application, failing which it shall be considered as 'deemed approved for construction'.

57. What type of construction technology is recommended to use for construction of ARHCs?

MoHUA encourages use of proven innovative fast track, environment friendly and disaster resilient technologies approved by CPWD/MoHUA/BMTPC may be adopted. New Emerging technologies may, inter alia, include monolithic concrete construction using Aluminium / Slip formwork systems, Precast prefab concrete construction system, EPS Core panel systems, Glas Fibre Gypsum panel system. Sandwitched panel system, Stay in place form work systems including hybrid systems using combination of RCC/ Steel frame and approved waling systems. 58. Is use of conventional materials and technology permissible for construction of ARHCs by an Entity?

An Entity may use conventional materials & technology for construction of ARHCs keeping in view the local environmental and other regulations. In such cases TIG will not be applicable.

59. What is the permissible time period for completion of ARHCs projects using conventional technologies?

The permissible time period for completion of ARHCs projects using conventional technologies is within 24 months from the date of all necessary approval required to initiate the project.

60. Is there any provision to use the built-up area of ARHCs for commercial purpose by the Entities? If yes, what provision has been made?

Construction of commercial/ institutional infrastructures within the campus of ARHCs will be permissible as per the applicable building bylaws and other rules and regulations. Entity is free to utilise these commercial/institutional activities either in the form of rent or sale.

61. Can ARHCs converge with other scheme?

State/UT are encouraged to converge ARHCs with other Central Government Mission/schemes such as AMRUT, SBM-U, NULM, Ujjwala, Ujala, Make in India, Atal Innovation Mission (AIM), Skill India Mission along with States/UT schemes to integrate the scheme benefits for the welfare of urban migrants/poor.


F. Operation and Implementation

62. What is meant by repair/retrofit work of existing Government funded vacant houses?

Repair/Retrofit of existing Government funded vacant houses means necessary work in the existing buildings/houses to make these livable as per operational guidelines of ARHCs.

63. What do you mean by livable ARHCs?

Livable ARHCs shall mean availability of on-site infrastructure such as internal roads, pathways, common green area, boundary wall, water supply sewerage/septage, drainage, external electrification. Dwelling units under ARHCs shall have water supply, electricity, kitchen and toilet conforming to NBC/ State/ Local Authority norms. It shall also provide appropriate storage capacity in the individual houses in the form of lofts and cupboards in rooms and kitchen. Dormitories shall have separate bed/side table, shelves, lockers, common facilities of kitchen and toilet.

64. What is the rental mechanism under ARHCs?

Concessionaire/Entity shall adopt institutional rental mechanism and tie up with local industry/manufacturers/service providers/educational/health institutions/ market associations/ others employing urban migrants/poor to provide accommodation in-block and remit rental by deducting directly from their salary/fees/any kind of remuneration, as feasible.

65. What is the arrangement for fixing the rent?

For ARHC Model -1, initial affordable rent of ARHCs will be fixed by the Local Authority based on the local survey. For Model -2, rent will be fixed by the Entity based on local survey. Subsequently, the rent can be enhanced by 8% biennially, subject to maximum increase of 20% in aggregate over a period of 5 years. Same mechanism will be followed for remaining period. For Example: If the rent fixed in the beginning of operation of ARHC is Rs 3000/per month in January 2021, it will increase to Rs 3240/ per month from January 2022 and in January 2026, it should not increase to more than Rs 3600/ per month.

66. What is meant by 'Listing' of projects as ARHC?

Listing refers inclusion of project as "ARHC project" by respective States/ UTs based on qualifying criteria. Listing of project as ARHC will enable the Concessionaire/Entity to seek incentives under Scheme, provisioned by Government of India and State/UTs.

67. Why Listing of ARHCs is required?

Listing of project as ARHC will enable the Concessionaire/Entity to avail incentives/benefits under the Scheme as provisioned by Government of India and State/UTs under ARHCs.

68. What is the process for 'Listing' of ARHCs projects?

Model-1: After selection of Concessionaire, project will be approved by SLSMC and treated as 'Listed' project.

Model-2: After shortlisting of Entity through EoI issued by MoHUA, Entity will submit Detailed Project Report (DPR) to respective ULB/Development Authority/other Parastatals for consideration. After scrutiny, the same will be forwarded to State for approval of State level Sanctioning and Monitoring Committee (SLSMC) of PMAY (U) & Listing. Any project requiring Technology Innovation Grant (TIG) will be forwarded to MoHUA for consideration of Central Sanctioning and Monitoring Committee (CSMC) of PMAY (U).

69. What will happen after 25 years of Concession period of Government funded houses?

After completion of 25 years of concession period of Government funded houses, Concessionaire will transfer ARHCs to ULBs in livable condition. Thereafter, ULB may restart next cycle of concession agreement like earlier or operate complexes on their own.

70. What will happen after period of 25 years of ARHCs constructed by private/public agencies on their own land?

After completion of period of 25 years, Entity may run next cycle of 25 years or convert for some other purposes as per their desire.

71. How will ARHCs be managed and maintained?

Concessionaire/Entity is responsible for operation & maintenance from their own resources.

72. How will the rental agreements be drawn under this scheme? What will be the legal compliance for Concessionaire /Entities and tenants?

ARHCs will be operated through a rental agreement between tenants and Concessionaire/ Entities. Concessionaire/Entities and tenants (including institutions) will sign a rent agreement abiding to applicable rules and regulations. Tenants will abide by the contract terms and vacate premises without any dispute. In the event that Tenant is found indulging in any unlawful activities & fails to abide to terms and conditions of rent agreement, Concessionaire/Entity will have eviction rights during the contract period and his decision will be considered as final.

73. What is the mechanism for grievance redressal under ARHCs?

Grievance redressal system will be setup at State/UT/ULB and Concessionaire/Entity level to address the grievances related to ARHCs.

74. What are the social safeguard for Women, Persons with Disabilities, transgender, senior citizens in ARHCs?

During the allotment of rooms/dormitory under ARHCs, priority will be given to maintain social safe guard for Women, Persons with Disabilities, Senior Citizens, Blind, Transgender, Ex-Serviceman, single parents, widow etc. in compliance with the guiding principles of Ministry of Social Justice & Empowerment.

75. What special measures will be adopted in ARHCs for the safety of vulnerable group?

The following measures will be taken at the time of allotment of ARHCs on rent by Concessionaires / Entities for persons of vulnerable group of society:

a) DUs and Dormitories shall be allotted to Senior citizens & persons with disabilities on ground or 1st floor of ARHCs wherever possible.

b) DUs/ dormitory allocation for transgender shall be considered carefully to avoid the stigma, discrimination and harassments.

76. Any special ARHC shall be constructed to accommodate category wise vulnerable alone?

Concessionaire/Entities may accommodate persons from vulnerable groups based on the requirement in-Blocks or a separate complex exclusively for working women with Children, aged workers, Single woman & Transgender etc.

77. What are the arrangements for kitchen/toilet in ARHCs?

Concessionaire/Entities will repair/retrofit/construct the DUs/Dormitories with kitchen and toilet facilities. Hence, tenants shall use as per their requirements.

78. What will be common facilities will be available for visitors?

Concessionaire/Entities will make all necessary arrangements for visitors such as common place for staying, common parking and toilet facilities.

79. How a migrant /urban poor comes to know about location of ARHCs?

Concessionaire/Entities may advertise regarding the ARHCs at prominent places such as railway stations, bus stands, district centres, district courts, major hospitals and close to the industrial estates /commercial establishments in the cities/towns. However, tenants/aggregators may also know the status of occupancy along with location of ARHCs on www.arhc.mohua.gov.in.

Andhra Pradesh govt. has launched AP YSR Cheyutha Scheme 2021. In this scheme, AP govt. is providing Rs. 75,000 assistance to women belonging to SC / ST / BC / Minority community. All the women residing in the state b/w 45 to 60 years of age can check the complete eligibility criteria, apply online form filling process, installment details and list of beneficiaries. The financial assistance would be provided to raise the socio-economic status of the women. Each year around 23 lakh women will get Rs. 18,750 for a duration of 4 years. The state govt. will spend Rs. 4,687 crore per annum or 17000 crore for 4 years for Cheyutha Yojana.  
As most of the women in the state are still living in a sorry state, so govt. has started AP YSR Cheyutha Scheme to provide assistance to meet their requirements. On implementation of the scheme, all the women beneficiaries will get financial assistance from the authorities on an annual basis.

AP YSR Cheyutha Scheme Online Application / Registration Form

AP govt. has launched YSR Cheyutha Pension Scheme for women of SC / ST / BC / Minority category. Just like pension schemes in other states, the state govt. may invite online application / registration form for YSR Cheyutha Scheme. CM has still not made any declarations about the apply online process. 
As per the sources, it is expected that the state govt. may launch a new dedicated portal for this pension scheme in AP.   • Residential requirement - Only the legal women residents of Andhra Pradesh state are eligible. Resident / Domicile Certificate is required to prove it.
  • Identity (ID) proof for authentication - This scheme is applicable for only those women who are not financially stable and are destitute. Accordingly, supporting documents like voter card, ration card and aadhar cards must be attached with the completely filled in application form.
  • Proof of Age - All the women in the age group of 45 to 60 years are eligible. In case the women doesn't satisfies this criteria, then she may not be able to avail the YSR Cheyutha Scheme benefits. Any proof of age like driving licence, aadhar card, 10th marksheet would be acceptable. 
  • BPL Category Certificate - To ensure that the women beneficiary belong to the below poverty line (BPL) category, it must be verified. So, submission of the BPL certificate is a must.
  • Caste Certificate - This scheme is only applicable to the women belonging to SC / ST / OBC / Minority category. For this purpose, caste certificate must be furnished along with the enrollment form.
  • Bank Account - The amount to be transferred under the AP YSR Cheyutha Yojana is to given through the direct benefit transfer mode. Women will get all the installments directly into their bank accounts, so furnishing of bank account details is necessary.
On implementation of YSR Pension Scheme for Women in AP, all the middle age and senior women candidates, who do not have any financial support, will get a guaranteed pension from the AP government.

WB Karma Sathi Prakalpa Scheme has been launched by the West Bengal government on International Youth Day. CM Mamata Banerjee mentioned that around one lakh unemployed youth will get soft loans and subsidies upto Rs. 2 lakh. Youths will have to apply by filling WB Karma Sathi Prakalpa 2021 online registration / application form at the official website. The main objective is to provide employment opportunities to the jobless youths to make them self-reliant (Atmanirbhar).

Chief Minister Banerjee wrote on her twitter, "Today is International Youth Day. The government of West Bengal is committed to empowering the youth. A new scheme 'Karma Sathi Prakalpa' was launched by Bengal Government. 1 lakh unemployed youth will be provided soft loans and subsidies to make them self-reliant."

As announced by the CM Mamata Banerjee, the state govt. will provide soft loans and subsidies to jobless youth. In this scheme, any unemployed youth can get self employment loans upto Rs. 2,00,000. Through these loans and subsidy, the young generation of West Bengal will be able to gain some employment opportunities based on their interest and desire. 

The main aim is to create an environment of jobs for the unemployed youth and to turn them from job seekers to job creators. Young jobless candidates can even start their own business with the money received as loan or subsidy. The concerned authorities of the govt. of WB state will appreciate and support the youths.

Incentives under WB Karma Sathi Prokolpo Scheme

CM mentioned that around Rs. 2 lakh loans would be provided every year as incentives under WB Karma Sathi Prakalpa Scheme. Around 1 lakh beneficiaries would be selected from the implementation process of the Karma Sathi Prakolpo Scheme. CM Mamata Banerjee has allocated Rs. 500 crore for the implementation of the scheme. The scheme is a great initiative for the youth of the West Bengal State.

Mukhyamantri Kisan Sahay Yojana 2021 has been announced by Gujarat government on 10 August 2020. This new MKSY Scheme is going to replace the already existing Pradhan Mantri Fasal Bima Yojna (PMFBY) for this year only. Chief Minister Vijay Rupani has announced that farmers would be able to apply online by filling Gujarat Mukhya Mantri Kisan Sahay Yojana registration / application form. A new dedicated portal would soon be launched for MKSY scheme where farmers would be able to apply, check status, find name in the list among others.

In the newly launched Gujarat Mukhyamantri Kisan Sahay Yojana 2021, farmers will not have to pay any premium amount. This scheme is different from PMFBY in the sense that not a single penny has to be spent by the farmer from their pockets to pay any premium.
This scheme will provide protection to farmers against natural risks like drought, excess or unseasonal rain for current kharif season.

Gujarat Mukhyamantri Kisan Sahay Yojana 2021 Apply Online

Gujarat government on 10 August 2020 has launched a new Mukhyamantri Kisan Sahay Yojana. In this scheme, farmers facing crop losses due to drought, excess rain or unseasonal rain will get compensation. Moreover, govt. will not collect any premium from farmers. This scheme will replace the PM Fasal Bima Yojana (PMFBY) for this year only. Just like crop insurance schemes of other states, the state govt. will invite Mukhyamantri Kisan Sahay Yojana apply online form. Farmers will have to fill the MKSY registration / application form to avail scheme benefits.

Mukhya Mantri Kisan Sahay Yojana Registration / Application Form

To enable farmers to fill Mukhya Mantri Kisan Sahay Yojana online application / registration form, govt. will launch a dedicated portal. As soon as the new website is launched, we will update the portal link and apply process here. This new Gujarat MKSY scheme will benefit around 56 lakh farmers and the process is also simpler than PMFBY.
CM Vijay Rupani said that "We will be launching a dedicated portal so that farmers can apply online. Tribal farmers registered under the Forest Rights Act are also eligible for this scheme." As the state govt. has already allocated Rs. 1800 crore to pay the crop insurance premium. The same fund will now be utilised for this Mukhyamantri Kisan Sahay Scheme.

No Premium for Crop Insurance in Gujarat Mukhyamantri Kisan Sahay Yojana 

Chief Minister also said that "Only for this year, we are replacing PMFBY with the Mukhya Mantri Kisan Sahay Yojana. It is because insurance firms have sought very high premium from us this time. If we approve their tender, the state government will have to pay Rs 4,500 crore towards its share." The amount which is put forward by the insurance companies for Kharif 2020 is much higher than average yearly premium of around Rs. 1800 crore.

CM said that "As the premium amount is high, we have decided not to accept the tender for this year and launch this scheme. Neither the state nor farmers will have to pay any premium this year. Unlike PMFBY, which protects only those farmers who pay premium, our scheme will cover all the farmers, that too with zero premium."

Compensation Amount for Kharif Season 2020 in Gujarat MKSY Scheme

All the farmers who have sown crops in this kharif (monsoon) season will get benefit in Gujarat Mukhyamantri Kisan Sahay Yojana. The compensation amount will only be given only if the loss of crop is more than 33%. It may be either due to drought or excess rain or due to unseasonal rainfall. 

Each farmer is eligible to get compensation for maximum 4 hectares of land. For crop loss between 33% and 66%, a farmer will get a compensation of Rs 20,000 per hectare for max. 4 hectares.

For crop loss above 60%, each farmer will get Rs. 25,000 per hectare for maximum four hectares. Apart from the compensation amount, farmers are also eligible to get additional compensation under the State Disaster Response Fund. This will provide relief to all such farmers who are facing distress because of crop loss due to natural calamities.

** मेरे प्यारे साथियो** आज हम आपको केंद्र सरकार की टैक्स से जुडी पारदर्शी कराधान-ईमानदार करदाता का सम्मान योजना (Transparent Taxation - Honouring the Honest Taxpayers Scheme) के बारे में बताएंगे। प्रधानमंत्री नरेंद्र मोदी जी द्वारा 13 अगस्त 2020 को टैक्स से जुड़े एक नए प्लेटफार्म की शुरुआत दिल्ली में की जाएगी। इससे टैक्स के मामले में पारदर्शिता बढ़ेगी और ईमानदार करदाताओं को प्रोत्साहित करेगी सरकार। इस पारदर्शी कार्यक्रम के लिए पीएम ने सभी प्रधान मुख्य आयुक्तों और मुख्य करदाताओं के साथ एक दिन पहले बैठक की थी।

प्रधानमंत्री मोदी ने 13 अगस्त को सुबह 11 बजे एक वीडियो कॉन्फ्रेसिंग के माध्यम से अधिकारियो को संबोधित करेंगे। पीएम सुबह Transparent scheme for honest tax payers प्लेटफार्म की भी शुरुआत भी करेंगे। इस प्लेटफार्म के द्वारा 15 अगस्त से पहले ही देश में ईमानदार करदाताओं को प्रोत्साहित करने की व्यवस्था शुरू हो जाएगी।
पिछले 3-4 हफ्तों में पीएम मोदी ने आयकर अधिकारियो के साथ मिलकर कई मीटिंग करी हैं जिससे आयकर रिटर्न की स्तिथि के बारे में पता चला है।

प्रधानमंत्री के साथ वीडियो कॉन्फ्रेंसिंग के द्वारा देश में आयकर के सभी प्रधान मुख्य आयुक्तो और मुख्य करदाताओं के साथ बैठक में जुड़ेंगे। पीएम मोदी 73वे स्वतंत्रता दिवस पर बातचीत करेंगे और पारदर्शी कराधान-ईमानदार करदाता का सम्मान योजना के विवरण पर भी चर्चा होगी। एक वरिष्ठ आयकर अधिकारी ने कहा कि आयकर अधिकारियो से करदाताओं के लिए व्यक्तिगत करदाताओं के लिए दिक्क्तों को कम करने पर विशेष ध्यान केंद्रित करने के लिए विशिष्ट मूल्यांकन और टैक्सेशन में पारदर्शिता बढ़ाने पर ध्यान केंद्रित करने की सम्भावना है।
 

ईमानदार करदाताओं के प्रोत्साहन स्कीम की आवश्यकता 

कोरोना महामारी के चलते पूरी दुनिया बहुत ही परेशान है। इस महामारी की वजह से आर्थिक मंदी ने काम धंधो को बहुत हानि पहुंचाई है। कोरोना काल में नौकरी करने वाले व्यक्तियों को आय में कटौती और नौकरी का भी नुकसान उठाना पड़ा है। कोरोना की वजह से नियमित कर संग्रह को निचोड़ लिया है। लेकिन इसके बाद भी कई लोगों ने ईमानदारी की मिसाल पेश करते हुए अपने कर का भुगतान सही तरीके से किया है। ऐसे सभी ईमानदार करदाताओं को पारदर्शी कराधान-ईमानदार करदाता का सम्मान योजना के माध्यम से प्रोत्साहित करेगी सरकार।

इस कार्यक्रम में वित्त मंत्री निर्मला सीतारमण,और वित्त मंत्री राज्य मंत्री अनुराग ठाकुर भी मौजूद रहेंगे। केंद्रीय प्रत्यक्ष कर बोर्ड ने पिछले वर्षो में कई टैक्स में सुधार किये है। कॉरपोरेट टैक्स को घटाकर 30 फीसदी से 22 फीसदी तक लाया गया है और नए विनिर्माण यूनिट के लिए तो यह 15 फीसदी तक कर दिया गया है। पिछले 3-4 सप्ताहों में प्रधानमंत्री कार्यालय की देश के टैक्स अधिकारियो से कई दौर की बैठकों में फेसलेस मूल्यांकन और पारदर्शिता आदि को लेकर बातचीत हुई है। वित्त मंत्री निर्मला सीतारमण ने हाल में कहा था की फेसलेस मूल्यांकन और अन्य कदमो से करदाताओं की दिक्क़ते कम होंगी और टैक्स व्यवस्था आसान होगी।

Transparent Taxation Platform - पारदर्शी कराधान प्लेटफार्म 

इस प्लेटफॉर्म में तीन मुख्य और बड़े रिफॉर्म्स हैं जो इस प्रकार हैं:-
  • Faceless Assessment - यह 13 अगस्त 2020 से लागू हो गया है।    
  • Faceless Appeal - यह 25 सितम्बर 2020 से लागू हो गया है।
  • Taxpayers Charter - यह 13 अगस्त 2020 से लागू हो गया है।
 अब टैक्सपेयर को उचित, विनम्र और तर्कसंगत व्यवहार का भरोसा दिया गया है।

पीएम मोदी द्वारा Honoring the Honest - ईमानदार का सम्मान स्कीम लांच 

देश का ईमानदार टैक्सपेयर राष्ट्रनिर्माण में बहुत बड़ी भूमिका निभाता है। जब देश के ईमानदार टैक्सपेयर का जीवन आसान बनता है, वो आगे बढ़ता है, तो देश का भी विकास होता है, देश भी आगे बढ़ता है। आज से शुरू हो रहीं नई व्यवस्थाएं, नई सुविधाएं, Minimum Government, Maximum Governance के प्रति हमारी प्रतिबद्धता को और मजबूत करती हैं। ये देशवासियों के जीवन से सरकार को, सरकार के दखल को कम करने की दिशा में भी एक बड़ा कदम है। 

जहां Complexity होती है, वहां Compliance भी मुश्किल होता है। कम से कम कानून हो, जो कानून हो वो बहुत स्पष्ट हो तो टैक्सपेयर भी खुश रहता है और देश भी। बीते कुछ समय से यही काम किया जा रहा है। अब जैसे, दर्जनों taxes की जगह GST आ गया। कोशिश ये है कि हमारी टैक्स प्रणाली Seamless हो, Painless हो, Faceless हो।

Seamless यानि टैक्स एडमिनिस्ट्रेशन, हर टैक्सपेयर को उलझाने के बजाय समस्या को सुलझाने के लिए काम करे। Painless यानि टेक्नॉलॉजी से लेकर Rules तक सबकुछ Simple हो। टैक्सपेयर्स चार्टर भी देश की विकास यात्रा में बहुत बड़ा कदम है। यानि आयकर विभाग को अब टैक्सपेयर की Dignity का, संवेदनशीलता के साथ ध्यान रखना होगा।

अब टैक्सपेयर की बात पर विश्वास करना होगा, डिपार्टमेंट उसको बिना किसी आधार के ही शक की नज़र से नहीं देख सकता। वर्ष 2012-13 में जितने टैक्स रिटर्न्स होते थे, उसमें से 0.94 परसेंट की स्क्रूटनी होती थी। वर्ष 2018-19 में ये आंकड़ा घटकर 0.26 परसेंट पर आ गया है।

यानि केस की स्क्रूटनी, करीब-करीब 4 गुना कम हुई है। स्क्रूटनी का 4 गुना कम होना, अपने आप में बता रहा है कि बदलाव कितना व्यापक है। बीते 6 वर्षों में भारत ने tax administration में governance का एक नया मॉडल विकसित होते देखा है। 

PM Modi Unemployment Allowance Scheme 2021 Apply - Half Salary for 3 Months to Industrial Workers (ESIC Members) Who Lost Jobs during COVID-19

Central government has launched PM Modi Unemployment Allowance Scheme 2021 or Atal Bimit Vyakti Kalyan Yojana. In this ABVKY scheme, the Union govt. will provide half salary for 3 months to industrial workers who lost their jobs during COVID-19 pandemic outbreak. Prime Minister Narendra Modi has ease down norms to offer 50% salary for three months as unemployment allowance. Around 40 lakh industrial workers who are members of Employees State Insurance Corporation (ESIC members) would be benefited. In the PM Modi Unemployment Allowance Scheme, govt. will provide an amount equal to half of the salary of industrial workers. The central govt. has eased norms to offer 50% salary for 3 months for those who are ESIC members and lost their jobs because of Covid-19 lockdown. 

The allowance will be paid to those who lost jobs between 24 March 2020 and 31 December 2020. 

PM Modi Unemployment Allowance Scheme 2021

ESIC board has approved relaxation in eligibility criteria and enhancement in the payment of unemployment benefit under its Atal Bimit Vyakti Kalyan Yojana (ABVKY). This PM Modi Unemployment Allowance Scheme 2021 would benefit 40 lakh nearly industrial workers who are ESIC members. The central govt. is implementing the ABVKY under which unemployment benefit is paid to the workers covered under ESI scheme. Now each worker who lost their employment due to Coronavirus (COVID-19) will get half salary of 3 months.

As per the official sources, ESIC has decided to extend the scheme for 1 more year up to 30 June 2021. ESIC official statement said "It has been decided to relax the existing conditions and the amount of relief for workers who have lost employment during the COVID-19 pandemic period." It is an enhanced relief under relaxed conditions which is payable for duration b/w 24 March 2020 to 31 Dec 2020. Afterwards, the ABVKY Scheme will be available with original eligibility condition during the period 1 January 2021 to 30 June 2021.

It is proposed that the govt. will perform review of relaxed conditions after 31 December 2020. The review will depend upon the need and demand for such relaxed condition.

Eligibility criteria to get Half Salary for 3 Months to Unemployed Workers

ESIC has even relaxed the eligibility criteria to avail relief under Atal Bimit Vyakti Kalyan Yojana. Previously, the unemployment allowance was payable 90 days after unemployment. But with the new PM Modi Unemployment Allowance Scheme 2021, it shall become due for payment after 30 days of getting unemployed.

How to Apply for PM Modi Unemployment Allowance Scheme 2021

The ESIC member can submit the unemployment claim directly to the ESIC branch office. This is different from claim being forwarded by the last employer. The payment shall be made directly in the bank account of insured person. ESIC member should have insurable employment for a minimum period of 2 years before his/her employment. Moreover, beneficiaries should have contributed for not less than 78 days in the contribution period immediately preceding to unemployment and minimum 78 days in one of the remaining 3 contribution periods in two years prior to unemployment.

Furthermore, ESIC board also took the decision to establish ICU/HDU (Intensive care unit) services at 10 per cent of total beds in ESIC Hospitals.

PM Karmayogi Scheme (कर्मयोगी योजना) has been approved by the Indian Cabinet Committee on Economic Affairs on 2 September 2020. This National Mission for Civil Services Capacity Building is started by central government for welfare of government officials. iGOT-Karmayogi platform brings the scale and state-of-the-art infrastructure to augment the capacities of over two crore officials in India. The platform is expected to evolve into a vibrant and world-class market place for content where carefully curated and vetted digital e-learning material will be made available. Besides capacity building, service matters like confirmation after probation period, deployment, work assignment and notification of vacancies etc. would eventually be integrated with the proposed competency framework.
Mission Karmayogi aims to prepare the Indian Civil Servant for the future by making him more creative, constructive, imaginative, innovative, proactive, professional, progressive, energetic, enabling, transparent and technology-enabled. Financial implications of PM Karmayogi Yojana

To cover around 46 lakh Central employees in PM Karmayogi Yojana, a sum of Rs. 510.86 crore will be spent over a period of 5 years from 2020-21 to 2024-25. The Mission Karmayogi expenditure is partly funded by multilateral assistance to the tune of USD 50 million. A wholly owned Special Purpose Vehicle (SPV) for NPCSCB will be set up under Section 8 of the Companies Act, 2013. The SPV will be a "not-for-profit" company and will own and manage iGOT-Karmayogi platform. 
The SPV will create and operationalise the content, market place and manage key business services of iGOT Karmayogi platform, relating to content validation, independent proctored assessments and telemetry data availability. The SPV will own all Intellectual Property Rights on behalf of the Government of India. An appropriate monitoring and evaluation framework will also be put in place for performance evaluation of all users of the iGOT Karmayogi platform so as to generate a dashboard view of Key Performance Indicators.

समाज कल्याण विभाग, छत्तीसगढ़ सरकार द्वारा CG Disablility Scholarship Scheme इसलिए चलाई जा रही है ताकि दिव्यांग छात्रों को शिक्षा प्राप्त करने के लिए वित्तीय मदद प्रदान की जा सके। इस दिव्यांगजन छात्रवृत्ति योजना में वे छात्र जोकि अपंग है और साथ ही कक्षा पहली से कक्षा 5वीं तक में पढ़ाई कर रहे है उन्हें 150 रूपये प्रति वर्ष प्रदान किये जा रहे है। कक्षा 6वीं से कक्षा 8वीं तक के निशक्त छात्रों को 170 रूपये दिए जाएंगे। इसके बाद 9वीं से 12वीं तक की कक्षा वाले विकलांग छात्रों को 190 रूपये छात्रवृति के रूप में दिए जाने का प्रावधान रखा गया है।

समाज कल्याण विभाग की जिम्मेदारी व्यक्ति को सामाजिक सुरक्षा प्रदान करना और समाज के ऐसे वर्गों को लाभान्वित करना है जो शारीरिक, मानसिक, सामाजिक, आर्थिक या किसी अन्य कारणों से परेशान है। केवल उन्ही विशेष योग्यजन छात्रों के लिए ही यह योजना शुरू की गयी है।

छत्तीसगढ़ दिव्यांग स्कालरशिप योजना का मुख्य उद्देश्य राज्य के विकलांग छात्रों को शिक्षा प्राप्त करने में सहयोग प्रदान करना है। इस दिव्यांग छात्रवृत्ति योजना के तहत आवेदक स्कूल / कॉलेज या किसी टेक्निकल कोर्स में नियमित रूप से पढ़ाई कर रहा हो और साथ ही वह कम से कम 40% दिव्यांग होना चाहिए तभी वह इस योजना के लिए पात्र है। इसके लिए उन्हें अपना दिव्यांग होने का प्रमाण पत्र या डॉक्टर की रिपोर्ट आदि जमा करानी पड़ेगी। आइये अब हम आपको निःशक्तजन छात्रवृत्ति योजना 2021 आवेदन / पंजीकरण पत्र भरने की प्रक्रिया बताते हैं।

छत्तीसगढ़ दिव्यांगजन छात्रवृत्ति योजना के लिए पात्रता

यदि कोई भी व्यक्ति निःशक्तजन छात्रवृति स्कीम के अंतर्गत आर्थिक मदद चाहता है, तो उसे पात्रता मानदंड (Eligibility Criteria) पूरे करने होंगे:-
  • आवेदनकर्ता छत्तीसगढ़ का निवासी होना चाहिए। 
  • आवेदक को  दिव्यांगता 40% या उससे अधिक हो। 
  • पूर्व माध्यमिक स्तर के लिए कोई आय सीमा निर्धारित नहीं है। 
  • आवेदन करने वाला शाला /महाविद्यालय /तकनीकी शाला का नियमित छात्र हो। 
केवल वे ही छात्र जो इन पात्रता मानदंडों को पूरा करते हैं, वे ही आर्थिक सहायता के हक़दार होंगे।  

सीजी विशेष योग्यजन स्कॉलरशिप स्कीम से मिलने वाले लाभ

छत्तीसगढ़ दिव्यांग स्कॉलरशिप स्कीम के अंतर्गत दी जाने वाली राशि इस प्रकार से है:-
-- पहली कक्षा से 5वीं कक्षा तक दिव्यांग छात्रों को 150 रूपये मिलेंगे। 
-- 6वीं कक्षा से 8वीं कक्षा तक दिव्यांग छात्रों को 170 रूपये मिलेंगे। 
-- 9वीं कक्षा से 12वीं कक्षा तक दिव्यांग छात्रों को 190 रूपये मिलेंगे।
 

छत्तीसगढ़ विकलांग छात्रवृत्ति योजना के लिए आवश्यक दस्तावेज

छत्तीसगढ़ निःशक्तजन छात्रवृति स्कीम के लिए जरुरी दस्तावेजों की सूची इस तरह है:-

The main objective of this CG Disabled Scholarship Scheme is to provide assistance and promoting disabled children in education and training.

Eligibility Criteria for Divyang Scholarship Scheme

Here is the complete eligibility criteria to become eligible for Divyang Scholarship Scheme:-
  • Applicant must be a residents of Chhattisgarh.
  • Disability of the person must be of 40% or above.
  • Regular student of school/college/Technical course.
  • Income of parents/guardian must be less than 8000 per month.
Only those applicants who fulfills this criteria would be able to apply online for CG Disabled Scholarship Scheme.

Benefits under CG Disability Scholarship Scheme

-- 150 rupees from 1st to 5th class
-- 170 rupees from 6th to 8th class
-- 190 rupees from 9th to 12th class

Application Procedure for CG Divyangjan Scholarship Yojana

Application procedure is mentioned above in hindi and can be followed easily. Divyangjan Scholarship Yojana application form will be submitted in the prescribed format to the District Office of Social Welfare / Janpad Panchayat office through the Head of the institution.

What is Arogya Nandana Scheme in Karnataka

For enhancing immunity of children, Karnataka Arogya Nandana Scheme to launch. The scheme aims to lower the impact of 3rd COVID-19 wave on children (as expected). Govt. will monitor children health as there are more than 1.5 crore children in the state. All of the kids will be subjected to test under Arogya Nandana Scheme. Chief Minister Basavaraj Bommai will launch Arogya Nandana soon. Children with less immunity power and other comorbidities will be identified. Such children would be provided with nutritious food and supplements to boost immunity.

Placing Request for Additional Covid Vaccine

Karnataka state government has set a target to fully inoculate the entire eligible adult population by December. Health Minister said "I will soon visit Delhi to seek additional supply of vaccine to our state. Private sector can procure 25 per cent of the vaccine production. We are having discussions with corporate companies to explore possibilities of companies procuring vaccines under CSR and providing it to the state government. This will significantly accelerate the vaccination drive."
On reports that a couple infected with Covid-19 died by suicide in Mangaluru, Minister said people should not panic if they are infected. "Covid-19 is curable and lakhs of people have recovered," the minister said.

COVID Recovered must Test for TB

Health Minister urged the people who have recovered from Covid-19 and their family members to voluntarily get evaluated for tuberculosis (TB). He was speaking at Vidhan Sabha after launching the special TB test drive which will be held across the state from August 16 to August 31.

"We have initiated a special drive to evaluate post-covid complications in people who have recovered from Covid-19 infection. There are more than 28 lakh people in the state who have recovered from the infection. Since both Covid-19 and TB infect the lungs we have launched this special drive to ensure early detection of TB in people who have recovered from covid," Health Minister said.

"People who have recovered from Covid-19 should voluntarily get themselves evaluated for TB. If it is detected at an early stage treatment will become easier," he added. Since 2017, 75 lakh suspected cases have been identified and 88 per cent of them have been tested. About 3.9 per cent have been detected with TB.

"Due to Covid pandemic, the TB evaluation drives have been slightly hit. PM Narendra Modi has laid a vision to make India free from TB by 2025 and our state government is working towards this goal," the minister said.
