    CG Padhai Tuhar Para Scheme | Bultu Ke Bol Bluetooth Based Programme in Chhattisgarh

    Chhattisgarh government has announced to launch CG Padhai Tuhar Para Scheme 2020 for school students. In addition to the Padhai Tunhar Para Scheme, a new Bultu Ke Bol bluetooth based programme would also be launched. The major objective of these special schemes is to enable students to learn in their localities in view of the suspension of classes due to the coronavirus outbreak.

    Chief Minister Bhupesh Baghel has addressed people during 74th Independence Day celebrations at Police Parade ground. He said "Gandhian thinking of serving humanity and Nehruvian institutions and infrastructures enabled his government to fight against Coronavirus."
    CM also mentioned about the success of the previously launched CG Padhai Tuhar Dwar Scheme.

    Chhattisgarh Padhai Tuhar Para Scheme 2020

    On hoisting the National Flag, CM Bhupesh Baghel has received the guard of honour from the joint parade of various security forces. The online education platform namely Padhai Tunhar Duar launched earlier by the state govt. during the COVID-19 lockdown has yielded better results. Around 22 lakh children are already getting the benefits of CG Padhai Tuhar Dwar scheme. Now the state govt. has decided to start a new CG Padhai Tuhar Para Scheme.

    CM Bhupesh Baghel said "Taking the initiative further, we are now starting the "Padhai Tunhar Para Scheme" to teach children with the help of community in their localities and villages." 

    CG Bultu Ke Bol Bluetooth Based Program

    In addition to this, a new bluetooth-based programme "Bultu Ke Bol" is going to be introduced. It will provide study materials to school students residing in remote areas. This programme will benefit mostly those students who do not have access to internet facility.

    Other Announcements with CG Padhai Tunhar Para Scheme

    CM has also highlighted various measures taken by CG government in the battle against COVID-19. He mentioned that around 37 health centres are being constructed while 30 hospitals, 3383 beds, 517 ICU beds, 479 ventilators have been provided for the treatment of patients. Accordingly, a total number of 155 isolation centres have been developed in the districts and in them around 10,000 beds are available.

    The testing facility in CG state has reached around 6,500 per day and will be raised to 10,000 tests per day. Currently, there are around 1,900 health and wellness centres in the Chhattisgarh state and the target is to increase them to 3,100 by FY 2021." Following the footsteps of Gandhiji and Nehru, we succeeded in saving the economy during the coronavirus-induced lockdown.

    CG Mukhyamantri Slum Swasthya Yojana 2020

    In addition to the above mentioned schemes namely CG Padhai Tuhar Para Scheme & Bultu Ke Bol Scheme, govt. will also launch another health related scheme. The name of this new scheme is "Mukhyamantri Slum Swasthya Yojana". This scheme will be launched in urban areas under which people will be provided health facilities at their doorstep. It would be done through 70 mobile medical units in all the 14 municipal corporations. 

    CG Radhabai Diagnostic Centre Scheme 2020

    Another health related scheme namely Radhabai Diagnostic Centre Scheme is also announced for Chhattisgarh citizens. In this scheme, govt. will provide pathology and other testing facilities at concessional rates.

    CM said "In order to increase the participation of women in the CG state administration and to protect their interests, it will be mandatory to include women representatives in the committees to be set up for new appointments and promotions in the state. On the Maoist menace, CM said "I had earlier said that our priority would be to restore mutual trust and goodwill between the affected parties (in naxal-hit areas). Development works will be carried out to meet the aspirations of locals there".

    The decline in naxal incidents and ongoing development in tribal areas are a symbol of the success of the present CG state govt's strategy.

    National Digital Health Mission (NDHM) - Single Unique Health ID Card to each Indian

    Prime Minister Narendra Modi has announced to start National Digital Health Mission on 15 August 2020. On the eve of India's 74th Independence Day, PM Modi said that NDHM will revolutionize the country's health sector. As we have wrote an article earlier about the likely launch of One Nation One Health Card Scheme, this article is also about that particular scheme with other name. People will have to fill the National Digital Health Card application / registration form as a part of the apply online process. It will come under the ambit of the central govt's flagship Ayushman Bharat-PM Jan Arogya Yojana (AB-PMJAY) scheme. But the complete details regarding the apply online process would be available at a later stage.

    It was already expected that central govt. will start such a scheme and now PM has confirmed it with NDMH name from the Red Fort in Delhi. In the National Digital Health Mission, every Indian will get a unique health identity card.  This launch of a new health scheme comes when the country is battling the Coronavirus (COVID-19) pandemic.
    PM Narendra Modi also paid tribute to the country's corona warriors in his speech. It includes doctors, nurses, paramedical staff and sanitation workers who have been "relentlessly" fighting Covid-19 on the front lines.

    National Digital Health Mission 2020 - Health ID Card to Indian Citizens 

    The central govt. has launched National Digital Health Mission 2020 on the 74th Independence Day. In this National Digital Health Card Scheme, hospitals, clinics and doctors will all be linked to a central server. It is likely that hospitals and citizens can choose whether they want to opt for this scheme or not. 

    In the National Digital Health Mission, govt. will keep health records of every citizen of the country in digital format. The medical history records of people will include all treatments and tests that the person has undergone in any hospital or clinic. Doctors can use this detailed information about the health of the people which is digitally saved in this single Unique Health ID Card.

    PM Modi's Speech on National Digital Health Mission (NDHM)

    While making announcement for National Digital Health Mission (NDHM), PM also underlines various achievements in health sector. He said that "India is in the development phase of 3 vaccines for COVID-19, which are all in various stages of trials." He mentioned that large-scale production of the shots would begin after scientists give the go-ahead. "Our roadmap to bring the coronavirus vaccine to all Indians in the shortest possible time is ready… Today, three vaccines are in testing stages in India. As soon as scientists give a green signal, the country will begin large scale production."

    PM Modi assured that with the resolve of India's 130 crore citizens, the country would achieve victory over the Covid-19 pandemic. During his speech, PM Modi also reiterated the importance to make India self-reliant, saying Atmanirbhar Bharat is not just a word but should be a "mantra" for the people.

    This year due to coronavirus restrictions, safety protocols were in place for the Independence Day ceremony at the Red Fort. There were strict enforcement of social distancing and wearing masks in the Lal Qila area. The event was attended by over 4,000 people, including diplomats, officials and media personnel.

    National Digital Health ID Card Apply Online Form 

    Just like health schemes which provides a unique ID card in several states, a new and unique National Digital Health ID card valid across the country would be issued to every citizen. On filling and submitting the National Digital Health Mission online application / registration form, a unique health ID will be issued to every citizen. 

    It is important to note that only those people who choose to be a part of this mission and completes apply online process will get this National Health Card. Through this health card only, an applicant would be able to log in to the system and save their treatment, diagnostic and prescription records.

    A central database will be made and kept to remain available for doctors to ensure that doctors can check the complete history of the patient. As soon as apply online process for One Nation One Health Card Scheme will begin, we will update it here.

    Advantages of National Digital Health ID Card

    The major advantage of unique National Digital Health Card is that any person who visits a doctor or a hospital in India won't have to take all his/her prescriptions or reports together. Doctor would be able to check the patient's records through a unique National Digital Health ID Card. 

    The complete health details of the applicants would already be stored in the database which can be accessed through Health Identity Card. National Digital Health ID Card would be made on the lines of Aadhar Card. Through this Single Unique Health ID Card to each Indian citizen, an attempt is being made by Modi govt. to change the health scenario of the entire country.

    Coverage of National Digital Health Mission

    Initially, the National Digital Health Mission will be started in some states. NDHM would be implemented in a phase wise manner. The scope of the National Digital Health ID Card will be gradually extended in upcoming phases. Subsequently, not only clinics and hospitals but also medical stores and medical insurance companies will remain connected on the server.

    Privacy Concern in Single Unique Health ID Card

    The central govt. will take the responsibility of the privacy concern in the single unique health ID card. The privacy of health information of Indian citizens will not be compromised and govt. will keep it safe. No company or any other entity would be allowed to use private health information of people without their consent. It is assured that the central govt. will take full measures to keep people's personal information secure. A doctor or a hospital will only be allowed to access a person's records when the person himself consents to provide permission for the same.

    **मेरे प्यारे साथियों** आज हम आपको झारखण्ड मुख्यमंत्री श्रमिक (शहरी रोजगार मंजूरी फॉर कामगार) योजना 2020 के बारे में बताने जा रहे है। इस आर्टिकल में आप मुख्यमंत्री श्रमिक योजना जॉब कार्ड ऑनलाइन आवेदन / पंजीकरण प्रक्रिया और एप्लीकेशन / रजिस्ट्रेशन फॉर्म के बारे में जान सकते हैं। साथ ही लोग अब अपने MSY जॉब कार्ड डाउनलोड कर सकते हैं और नौकरी के लिए भी आवेदन पत्र भर सकते हैं।Jharkhand Mukhymantri Shramik (Shahri Rozgar Manjuri For Kamgar) Yojana के अंतर्गत शहर में रहने वाले गरीब लोगों जैसे की प्रवासी मजदूरों को राज्य सरकार कम से कम सौ दिन का रोजगार उपलब्ध कराएगी। इस योजना में नरेगा (NREGA) की तर्ज पर जॉब कार्ड भी दिए जाएंगे। झारखण्ड मुख्यमंत्री श्रमिक योजना जॉब कार्ड ऑनलाइन आवेदन / पंजीकरण फॉर्म अब http://msy.jharkhand.gov.in/ पर उपलब्ध है।   

    मुख्यमंत्री शहरी रोजगार गारंटी योजना के तहत लोगो को महात्मा गाँधी ग्रामीण रोजगार योजना (मनरेगा) की तरह कम से कम 100 दिन के रोजगार की गारन्टी दी जाएगी। इस योजना में झारखण्ड के शहरो में रहने वाले 18 साल से ज्यादा उम्र के अकुशल मजदूरों को एक वित्त साल में 100 दिनों में काम करने का लाभ मिलेगा। झारखण्ड सरकार ने शहरी क्षेत्रों में गरीब लोगो के लिए एक नयी Jharkhand Mukhymantri Shramik (Shahri Rozgar Manjuri For Kamgar) योजना जॉब कार्ड 14 अगस्त 2020 को शुरु कर दी है। 
    यह मुख्यमंत्री श्रमिक योजना 2020 शहरी गरीबो के लिए रोजी- रोटी की सुरक्षा बढ़ाने के लिए मुख्यमंत्री श्री हेमंत सोरेन जी के दिमाग की उपज है। यह महात्मा गाँधी राष्ट्रीय ग्रामीण रोजगार गारन्टी योजना की तरह शहरी अकुशल श्रमिको को रोजगार प्रदान करने के लिए 100 दिनों की नौकरी की गारन्टी योजना है। ग्रामीण क्षेत्रों के लिए बहुत सारी गरीबी कम करने की योजनाएं शुरु की गई है। शहरी क्षेत्रों के गरीबो को भी रोजगार की आवश्यकता है जिसमें ये योजना मददगार साबित होगी। आइये अब जानते हैं मुख्यमंत्री श्रमिक योजना जॉब कार्ड ऑनलाइन आवेदन प्रक्रिया और एप्लीकेशन फॉर्म कैसे भरना है। 

    झारखण्ड मुख्यमंत्री श्रमिक योजना 2020 ऑनलाइन आवेदन / पंजीकरण प्रक्रिया

    झारखण्ड मुख्यमंत्री श्रमिक योजना का आरंभ माननीय सीएम हेमंत सोरेन ने कर दिया है। राज्य मंत्रिमंडल की मंजूरी मिलने के बाद राज्य में मुख्यमंत्री प्रवासी श्रमिक रोजगार गारन्टी योजना को लागू कर दिया गया है। जिस तरह NREGA (नरेगा) योजना के तहत ग्रामीण क्षेत्रों में 100 दिन की रोजगार की गारंटी मिलती है, उसी प्रकार अब Jharkhand Mukhyamantri Shramik (Shahri Rozgar Manjuri For Kamgar) Yojana में भी शहरी गरीबों को 100 दिन की नौकरी की गारंटी मिलेगी। आइये अब झारखण्ड मुख्यमंत्री श्रमिक (शहरी रोजगार मंजूरी फॉर कामगार) योजना के तहत जॉब कार्ड बनवाने के लिए ऑनलाइन आवेदन / पंजीकरण प्रक्रिया बताते हैं।

    ऐसा करने पर झारखण्ड मुख्यमंत्री शहरी रोजगार मंजूरी फॉर कामगार योजना जॉब कार्ड से नौकरी की मांग कर सकते हैं।

    झारखण्ड शहरी रोजगार मंजूरी फॉर कामगार योजना शिकायत दर्ज करें  

    झारखण्ड मुख्यमंत्री श्रमिक योजना 2020 के अंतर्गत शिकायत दर्ज करने के लिए आधिकारिक वेबसाइट msy.jharkhand.gov.in पर जाएं। इसके बाद "Grievance" टैब पर जाकर "Record Grievance" लिंक पर क्लिक करें या सीधे इस लिंक http://msy.jharkhand.gov.in/Job_Card/recordGrievance पर क्लिक करें। नए पेज पर झारखण्ड मुख्यमंत्री श्रमिक योजना जॉब कार्ड से सम्बंधित शिकायत दर्ज करने का पेज खुल जाएगा:-
    इस पेज पर आवेदक अपना जॉब कार्ड संख्या, आधार नंबर, शिकायत का प्रकार, शिकायत का विवरण डाल सकते है और समस्या से समाधान पा सकते हैं। 
          

    झारखण्ड में MGNREGA की तरह मुख्यमंत्री श्रमिक योजना जॉब कार्ड 

    राज्य /केंद्र सरकार की मौजूदा योजनाओ में सभी प्रवासी श्रमिक को कार्यों में प्राथमिकता दी जायेगा। यदि मजदूरों को मौजूदा योजनाओ में समायोजित नहीं किया जा सकता है तो झारखण्ड सरकार इस उद्देश्य के लिए विशेष योजनाए बनाएंगे। सभी शहरी स्थानीय निकायों (ULB)  को प्रवासी श्रमिक के रोजगार के लिए विशेष योजना बनाने के लिए अलग से धन दिया जायेगा। सीएम ने कहा है कि "स्वच्छता कार्यो से लेकर विकास परियोजनाओं तक शहरी क्षेत्रों में नोकरियो के बहुत सारे अवसर है". 

    MGNREGS में मजदूरों की तरह,सभी शहरी मजदूरों को भी पंजीकृत किया जायेगा और उन्हें जॉब कार्ड प्रदान किए जाएंगे। MGNREGS में  वेबसाइट के कार्यो के समान एक विशेष वेबसाइट भी तैयार की जा रही है।MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) की तरह नई झारखण्ड मुख्यमंत्री श्रमिक योजना 2020 में भी बेरोजगारी भत्ते का प्रावधान होगा। अगर कोई शहरी स्थानीय निवासी 15 दिनों के अंदर नौकरी मिलने में असमर्थ रहता है तो उसे बेरोजगारी भत्ता दिया जाएगा। इसके अलावा, पंजीकृत लाभार्थियों को जॉब कार्ड प्रदान किए जाएंगे।

    झारखंड मुख्यमंत्री श्रमिक योजना जॉब कार्ड प्राप्त करने की पात्रता मानदंड

    यहां कुछ पात्रता मानदंड है जिन्हे शहरी जॉब कार्ड के लिए आवेदन पूरा करने की आवश्यकता है:-
    • व्यक्ति की उम्र 18 साल और उससे अधिक होनी चाहिए।
    • वह 1 अप्रैल 2015 से शहरी क्षेत्रों में रहना चाहिए। 
    • ग्रामीण क्षेत्रों में आवेदक के पास MGNREGA महात्मा गाँधी राष्ट्रीय ग्रामीण रोजगार गारन्टी कार्ड नहीं होना चाहिए। 
    • दैनिक वेतन भोगी कर्मचारी,सरकारी आश्रय में रहकर,पिछले तीन वर्षो से नई योजना के लिए पात्र होंगे। 
    इन सभी पात्रताओं को पूरा करने वाले को ही झारखण्ड मुख्यमंत्री श्रमिक योजना के अंतर्गत नौकरी के लिए जॉब कार्ड मिल सकेगा। 
        

    अगर श्रमिक को नौकरी नहीं मिलती है तो बेरोजगारी भत्ता कितना होगा 

    प्रत्येक मजदूर को पहले रोजगार के 30 दिनों के लिए मजदूरी का 1 /4 वा हकदार होगा। दूसरे महीने में सभी मजदूरों को मजदूरी का 1 /2 हिस्सा मिलेगा। यदि मजदूर को तीसरे के लिए नौकरी नहीं मिलती है,तो ये शहरी गरीब लोग मजदूरी के हकदार होंगे जो मूल न्यूनतम मजदूरी के बराबर है। बेरोजगारी भत्ता राशि शहरी क्षेत्रों में गरीब लोगो के बैंक खाते में सीधे 15 दिनों के अंदर स्थानांतरित कर दी जाएगी। 

    झारखण्ड में नरेगा जैसी 100 दिन नौकरी गारन्टी योजना कार्यांन्वयन 

    झारखण्ड श्रमिक योजना जो नौकरी की गारन्टी के लिए एक नरेगा जैसी योजना है,शहरी विकास और आवास विभाग द्वारा राज्य शहरी रोजी -रोटी मिशन के माध्यम से संचालित की जाएगी। नगर आयुक्त ,कार्यकारी कार्यालय या नगर निकार्यो के विशेष अधिकारी योजना के केंद्रक अधिकारी होंगे। कई अर्थशास्त्रियो ने झारखण्ड मुख्यमंत्री शहरी योजना की सराहना की है और राज्य में प्रवासी श्रमिको की कमाई के बाद इसे आवश्यक बताया है। 

    आज तक एक धारणा थी कि गरीब का मतलब ग्रामीण लोग है, इसके अनुसार ग्रामीण क्षेत्रों के लिए बहुत सारी गरीबी कम करने की योजनाएं शुरू की गई है। लेकिन शहरी गरीबो का एक हिस्सा भी है और उन्हें ग्रामीण क्षेत्रों की तरह नौकरी की गारन्टी भी चाहिए,जिनके लिए शहरी गरीबो के लिए यह सीएम रोजगार गारन्टी योजना का उद्देश्य पूरा होगा। 

    झारखण्ड मुख्यमंत्री शहरी गरीब जॉब गारन्टी योजना में शहरी रोजगार सेवक की भूमिका 

    राज्य सरकार एक नया पद निर्माण करेगी, जो खंड या नगरपालिका स्तर पर अनुबंध के आधार पर नियोजित किया जाएगा। व्यक्ति योजना के तहत मजदूरों के नए पंजीकरण की देखभाल करेगा। योजना के तहत प्रत्येक मजदूर को एक शहरी जॉब कार्ड जारी किया जाएगा। 

    शहरी गरीबो को रोजगार के अवसर 

    शहरी गरीबो के लिए नई झारखण्ड सीएम जॉब गारन्टी योजना कोरोना महामारी के प्रकोप के बाद शहरी झारखण्ड लौटने वाले प्रवासी श्रमिकोकी मदद करेगी। कोरोनावायरस महामारी फैलने के दौरान 1 मई से राज्य के बाहर फंसे 5 लाख से अधिक प्रवासी श्रमिक झारखण्ड लौट आए। 

    झारखण्ड राज्य ग्रामीण विकास विभाग ने 2.5 लाख श्रमिको का कौशल मानचित्रण किया है। यह पता चला है कि विभिन्न राज्यों से लौटे 30 %श्रमिक अकुशल श्रमिक है।

    कोरोनावायरस एक बहुत बड़ी भयंकर महामारी के लॉकडाउन के बीच, बहुत संख्या में प्रवासी मजदूरअपनी नौकरी को खो चुके थे और अपने घरो को लौट आये थे, उनके पास रोजी-रोटी कमाने का कोई साधन भी नहीं था। अब यह संबंधित राज्य सरकार की जिम्मेदारी है कि वह सुनिश्चित करे कि इन प्रवासी श्रमिको को अपने ही राज्यों में कामकाज मिले ताकि उन्हें कही बाहर जाकर काम करने की कोई आवश्यकता ना  हो। राज्य सरकार झारखण्ड में मुख्यमंत्री श्रमिक योजना 2020 शुरू होगी और नरेगा की तरह ही मजदूरों को जॉब कार्ड प्रदान करेगी। 

    इसके कारण हर जरुरतमंद गरीब परिवारों को अपने घर के पास ही रोजगार के अवसर मिलेंगे और कोरोना वायरस के कारण हुए नुक्सान की भरपाई भी हो पाएगी। इस शुरुआत के साथ, झारखण्ड शहरी गरीबो के लिए रोजगार गारन्टी योजना शुरू करने वाला केरल के बाद देश का दूसरा राज्य बन जाएगा। केरल सरकार पहले से ही अय्यनकाली शहरी रोजगार गारन्टी योजना चला रही है। यहां हम आपको झारखण्ड मुख्यमंत्री नौकरी योजना की पूरी जानकारी प्रदान करने की कोशिश की  है।  

    Jharkhand Mukhyamantri Sharamik Yojana in English

    The main objective of Mukhyamantri SHRAMIK is to enhance livelihood security in Jharkhand State by providing a guaranteed 100 days wage employment in a financial year.
    Due to Covid 19, a large number of workers of Jharkhand have returned to the state from other states of the country. In this situation, they are facing self and family earning,maintenance and other financial difficulties

    Another mission is to create durable assets (such as roads, canals, ponds, wells, buildings, parks and planting). Employment is to be provided to them and minimum wages are to be paid. If work is not provided as per prescribed categories of this scheme, applicants are entitled to an unemployment allowance. Thus, employment under Mukhyamantri SHRAMIK is a legal entitlement.

    Strengthening decentralised, participatory planning through convergence of various anti-poverty and livelihoods initiatives. Social protection for the most vulnerable people living in rural India by providing employment opportunities.
