    **मेरे प्यारे साथियों** आज हम आपको प्रधान मंत्री गरीब कल्याण अन्न योजना के बारे में बतायेंगे। केंद्र सरकार ने मार्च 2022 तक पीएम गरीब कल्याण अन्न योजना को लागू करने का निर्णय लिया है। अब गरीब परिवार जनवरी, फरवरी, मार्च के महीनों में भी मुफ्त भोजन का लाभ ले सकेंगे। इस योजना के तहत राष्ट्रीय खाद्य सुरक्षा योजना के 80 करोड़ से अधिक लाभुकों को 5 किलो चावल या गेहूं और 1 किलो चना फ्री मिलेगा। 80 करोड़ से ज्यादा लाभार्थियों को आने वाले कृषि खर्च और त्योहारों के समय में बढ़ने वाले खर्चो से काफी राहत मिलेगी। इस बार ख़ास बात ये है की राशन लेने के लिए राशन कार्ड या अन्य ID की जरुरत नहीं है। 

    प्रधानमंत्री नरेंद्र मोदी जी ने राष्ट्र को संबोधित करते हुए पीएम गरीब कल्याण अन्न योजना को मार्च तक बढ़ाने का ऐलान किया है। प्रधानमंत्री ने कहा है कि किसानों ने देश के अन्न भंडारो को भर दिया है, हम आत्मनिर्भर भारत का संकल्प पूरा करेंगे। कोरोना महामारी संकट के बीच मोदी सरकार 80 करोड़ लोगों को मुफ्त राशन बांट रही है। 
    मार्च 2020 के महीने में सरकार ने प्रधानमंत्री गरीब कल्याण अन्न योजना का ऐलान किया था। सरकार इस योजना के तहत लोगो को मुफ्त राशन बांट रही है जिसे मार्च 2022 तक के लिए बढ़ाया गया है। तो आइए सबसे पहले पीएम गरीब कल्याण अन्न योजना के बारे में पूरी जानकारी हम आपको देते है।

    पीएम गरीब कल्याण अन्न योजना 2022 [PM Garib Kalyan Ann Yojana - PMGKAY]

    प्रश्न यह है कि पीएम गरीब कल्याण अन्न योजना का क्या महत्व है? इसका उत्तर ये है की PMGKAY योजना खास तौर से ऐसे लोगों के लिए है जो आर्थिक रूप से कमजोर वर्गों से तालुक रखते है और जो मेंहनत मजदूरी करके अपना जीवन यापन कर रहे है। इस योजना को कोरोना वायरस  लॉकडाउन के समय प्रधान मंत्री गरीब कल्याण योजना (PMGKY) के अंतर्गत शुरू किया गया था जो बाद में आत्मनिर्भर भारत अभियान के 20 लाख करोड़ के आर्थिक पैकेज का भाग बन गया था। इसका सबसे बड़ा उद्देश्य उन गरीब साथियों को मुफ्त भोजन उपलब्ध करवाना था जो रोजगार या दूसरी आवश्कयताओ के लिए अपना गांव छोड़कर के कही बाहर राज्य में रह रहे थे। कोविड-19 लॉकडाउन के समय पर प्रवासी मजदूर अपने बच्चे को क्या खिलाए, इस समस्या के समाधान के तौर पर प्रधानमंत्री गरीब कल्याण अन्न योजना को शुरू किया गया था। 

    मोदी सरकार ने यह सब देखते हुए पीएम गरीब कल्याण अन्न योजना का प्रारम्भ किया है, ताकि गरीब साथी और उनके बच्चे भूखे न रहे। यह नई मुफ्त भोजन वितरण योजना किसी भी राशन कार्ड या आईडी की आवश्यकता के बिना अपने कवरेज को बढ़ाने के लिए काम करेगी। जैसे की पीएम गरीब कल्याण योजना पैकेज में घोषणा की गई थी की मोदी सरकार 80 करोड़ लोगों को मुफ्त में भोजन उपलब्ध कराएगी, वैसे ही अब भी राशन बांटा जाएगा। हर व्यक्ति को प्रति माह 5 किलोग्राम चावल या गेहूं और 1 किलो चना प्रति परिवार मिलेगा। अब तक हुए PM Garib Kalyan Anna Yojana के चरणों की जानकारी इस प्रकार है:-
    • पहला चरण - अप्रैल 2020 से जून 2020
    • दूसरा चरण - जुलाई 2020 से नवंबर 2020
    • तीसरा चरण - मई 2021 से जून 2021
    • चौथा चरण - जुलाई 2021 से नवंबर 2021
    • पाँचवा चरण - दिसंबर 2021 से मार्च 2022    
    लोगों को मुफ्त में राशन मुहैया कराने के लिए प्रधानमंत्री गरीब कल्याण अन्न योजना मार्च 2022 तक बढ़ा दी गयी है। अब प्रत्येक गरीब व्यक्ति को प्रति माह 5 किलो चावल या गेहूं प्राप्त करने का अधिकार है और हर परिवार को  1 किलोग्राम चना प्रति माह मिलेगा। 

    प्रधानमंत्री गरीब कल्याण अन्न योजना का लाभ बिना राशन कार्ड /आईडी प्रमाण के मिलेगा

    सरकार के अधिकार प्राप्त समूहों और वरिष्ठ अधिकारियो की सिफारिशों के अनुसार, राशन कार्ड और अन्य आईडी आवश्यकताओ को हटाया जा चुका है। यह प्रधानमंत्री गरीब कल्याण योजना 2022 के तहत गरीब लोगों तक भोजन की पहुंच बढ़ाएगा जो कि मोदी सरकार की एक प्रमुख योजना है। सरकार ने उन सभी को मुफ्त भोजन प्रदान करने की घोषणा की है, जिन्हे मार्च 2022 तक अन्न की आवश्यकता है। 

    प्रधानमंत्री कार्यालय ने मुफ्त भोजन वितरण के दौरान राशन कार्ड और आईडी प्रूफ की आवश्यकता को हटा दिया है। यह आवश्यक है क्योकि असंगठित क्षेत्र के कई मजदूर अभी भी सार्वजनिक वितरण प्रणाली नेटवर्क के भीतर नहीं है। इसके अलावा यह संभव हो सकता है कि अन्य राज्यों में दैनिक वेतन भोगी मजदूरो ने अपने परिवारों के उपयोग के लिए अपने घर पर अपना राशन कार्ड छोड़ दिया हो। वे जीवित रहने के लिए दैनिक कमाई पर भरोसा करते है और अब काफी असहाय है। 

    इस कदम के द्वारा केंद्र सरकार सभी राज्य सरकार से आईडी /राशन कार्ड के बिना लोगों को मुफ्त खाद्य सामग्री और अनाज वितरित करने के लिए कह रही है। इस कदम को उस अभूर्तपूर्व दशा को ध्यान में रखते हुए जल्द से जल्द लागू किया गया है। यह भी सलाह दी जाती है कि सूखा भोजन राशन केवल उन लोगो को वितरित किया जाना चाहिए जिन्हे राशन कार्ड पर जोर दिए बिना इसकी आवश्यकता है। 

    किसको मिलेगा PM Garib Kalyan Anna Yojana के तहत मुफ्त राशन 

    • किसान 
    • जन-धन खाताधारक
    • गरीब महिलाऐं  
    • मनरेगा के तहत काम करने वाले मजदूर 
    • औरतों के द्वारा चलाये गए स्वयं सहायता समूह 
    • बूढ़े लोग 
    • विधवा / निराश्रित महिलाऐं
    • शारीरिक रूप से असमर्थ व्यक्ति  
    • प्राइवेट कंपनियों में काम करने वाले कर्मचारी
    • प्रवासी कामगार
    • अन्तोदय अन्न योजना और PHH के लाभार्थी  

    PMGKY पैकेज में प्रधानमंत्री गरीब कल्याण अन्न योजना

    प्रधानमंत्री गरीब कल्याण अन्न योजना में आईडी कि आवश्यकता को दूर करके सरकार यह सुनिश्चित कर रही है  कि कोई भी बिना भोजन के ना जाए। केंद्रीय सरकार भारतीय खाद्य निगम के गोदामों में पर्याप्त खाद्य भंडार है, इसलिए यह निर्णय काफी आसानी से लागू किया जा रहा है। इस योजना की विशेषतायें निम्नलिखित है :-
    • लगभग 80 करोड़ लोग लाभान्वित होंगे। 
    • रोज कमाने वाले गरीबों, प्रवासी मजदूरों, शहरी गरीबो सहित सभी गरीब लोगों को मुफ्त राशन प्रदान किया जाएगा। 
    • प्रत्येक परिवार को प्रति माह 5 किलोग्राम गेंहू या चावल और 1 किलो दाल मिलेगी। 
    • यह योजना मार्च 2022 तक वैध रहेगी और केंद्र सरकार को कई करोड़ अधिक रुपये खर्च होंगे। 
    ऐसा महसूस होता है कि केंद्रीय सरकार कम से कम अस्थायी रूप से कागजी कार्रवाई की आवश्यकताओ को दूर करने के लिए राज्यों को निर्देश जारी कर सकती है। हालांकि, इस मुफ्त भोजन तक पहुंच के लिए उचित मूल्यों की दुकानों या सार्वजनिक वितरण केंद्र की दुकानों पर अब संबंधित राशन कार्ड दिखाना आवश्यक नहीं है। 

    Goa Griha Laxmi Card Scheme 2021: Rs. 5000 per Month to All Women by West Bengal Based TMC Party

TMC party promises to launch Griha Laxmi Card Scheme if being elected by the people. Higher ranked TMC leaders announced to start Griha Laxmi Scheme as soon as it comes victorious by the voting of people in the upcoming assembly elections in Goa. It is a pre poll promise to lure Goa voters in favour of Mamata Banerjee led party. 

    Griha Laxmi Card Scheme of West Bengal Based TMC Party 

    Trinamool Congress (TMC) announced Griha Laxmi Scheme in Goa on 11 Dec 2021. Under this scheme, every woman head of a household will get Rs. 5,000 as a cash transfer every month irrespective of their income. TMC MP and Goa state incharge Mahua Moitra said "This is going to be universal coverage which means you don't have to belong to any particular caste or community, you don't have to belong to a particular economically deprived section or a BPL (below poverty line) category. Everybody gets the scheme."
    Earlier congress party also assured jobs for women while AAP has said it will give Rs. 1,000 per month to all adult women. Inaugurating the Griha Laxmi card at the International Centre in Dona Paula, Moitra said, "We will be taking this door-to-door in Goa."

    Impact of Griha Laxmi Scheme in Goa

    Griha Laxmi Scheme is a pioneering and a transformative scheme that had seen great success in West Bengal. In a similar manner, Griha Laxmi Card scheme will be executed as and when West Bengal based TMC party come into power depending on the good will of the people of Goa. People can then make registration for the Griha Lakshmi scheme where female head of the household will be as defined in the ration card.

    Congress / AAP Party Announcements for Women Household in Goa

    In poll-bound Goa, the TMC's announcement comes a day after AICC general secretary Priyanka Gandhi addressed a women's convention in South Goa. She said increased recruitment for women in the police force, credit of upto Rs. 1 lakh for self help groups and 30 percent government jobs for women. According to the Chief Election Officer records of Goa, of its 11.47 lakh electors, 5.87 lakh are women.

    On December 5, AAP national convenor and Delhi Chief Minister Arvind Kejriwal had announced in Goa that it was his party's "guarantee" that if AAP formed the next government in Goa, it will give Rs. 1,000 per month to all women above the age of 18 years. He said the "world's biggest women empowerment programme" would not be limited to one woman per household but every adult woman in the family would be eligible to avail the benefit. Kejriwal said "no government in any part of the world" had implemented such a scheme.

    Griha Laxmi to Replace Existing Griha Aadhar Scheme

    BJP-run state government of Goa is already running Griha Aadhar scheme providing Rs. 1,500 crore aimed at supporting homemakers. TMC party official stance is that the new Griha Laxmi Scheme, unlike Griha Aadhar, would have no income cut-off and its would reach 3.5 lakh households unlike Griha Aadhar that reaches 1.5 lakh household. It will cost the government Rs. 1,500 crore to Rs. 2,000 crore that would be about 6% to 8% of the state's budget.

    Benefit of Giving Rs 5000 per Month to All Women Household

    If a woman gets Rs 5,000 in her hand, she will buy clothes for her children, she will buy some necessary medicines, she will buy a lot of things that she could probably not have asked her husband for. That money goes into the system and goes around much quicker than that of a one-salaried household in India. That money hits the economy faster, it gets churned around faster and the multiplier effect is greater.

    Designing of Griha Laxmi Card Scheme

    According to TMC party leaders, Griha Laxmi Scheme was designed based on various studies. The latest study has been by Abhijeet Banerjee, who is a Nobel Laureate hailing from the state of West Bengal, who has stated that after the demonetisation and after Covid, both of which have shrunk the economy and people have less disposable income in their hands, the best way to kick-start the economy and kick-start the local communities is to give them more cash in their hand. This is not the time when governments should look at inflationary pressures. This is when governments should actually look at liquidity and pumping money.

    During the 1st phase, the loan waiver certificates of Rs. 41.48 crore of the scheduled castes and Rs. 20.98 crore of the backward classes were handed over to the beneficiaries on 11 December.

    The corporation provides loans at easy interest rates to the people belonging to the Scheduled Castes category, backward classes, economically weaker sections and others for setting up self-employment ventures.
