उत्तर प्रदेश विश्वकर्मा श्रम सम्मान योजना ऑनलाइन आवेदन / पंजीकरण पत्र अब आधिकारिक वेबसाइट http://diupmsme.upsdc.gov.in/hi (official website) पर मांगे जा रहे हैं। विश्वकर्मा श्रम सम्मान योजना हेतु आवेदक उत्तर प्रदेश का मूल निवासी होना चाहिए। आवेदक की न्यूनतम आयु 18 वर्ष होनी चाहिए। आवेदक को पारम्परिक कारीगरी जैसे बढ़ई, दर्जी, टोकरी बुनकर, नाई, सुनार, लोहार, कुम्हार, हलवाई, मोची अथवा दस्तकारी व्यवसाय से जुड़ा होना चाहिए| योजनान्तर्गत पात्रता हेतु जाति एक मात्र आधार नहीं होगा।

योजनान्तर्गत लाभ प्राप्त करने हेतु ऐसे व्यक्ति भी पात्र होंगे जो परम्परागत कारीगरी करने वाली जाति से भिन्न हों। ऐसे आवेदकों को परम्परागत कारीगरी से जुड़े होने के प्रमाण के रूप में ग्राम प्रधान, अध्यक्ष नगर पंचायत अथवा नगर पालिका/नगर निगम के सम्बन्धित वार्ड के सदस्य द्वारा निर्गत किया गया प्रमाण पत्र प्रस्तुत करना अनिवार्य होगा। परिवार का केवल एक सदस्य ही योजनान्तर्गत हेतु पात्र होगा। परिवार का आशय पति अथवा पत्नी से है।

मुख्यमंत्री विश्वकर्मा श्रम सम्मान योजना के अंतर्गत आवेदन करने के लिए जरुरी दस्तावेजों की सूची इस प्रकार है:-

यूपी विश्वकर्मा श्रम सम्मान योजना के लिए जरुरी पात्रता शर्तें 

जो भी आवेदक विश्वकर्मा श्रम सम्मान योजना के अंतर्गत आवेदन / पंजीकरण करना चाहते हैं, उन्हें इन पात्रता शर्तों को पूरा करना होगा:-
  • आवेदक की आयु न्यूनतम 18 वर्ष होनी चाहिए
  • आवेदक उत्तर प्रदेश का निवासी होना चाहिए
  • शैक्षिक योग्यता अनिवार्य नहीं है
  • पिछले 2 वर्षों में आवेदक ने केंद्र सरकार या राज्य सरकार से टूलकिट के संबंध में कोई लाभ प्राप्त नहीं किया है
  • योजना के अनुसार, आवेदक या उसके परिवार का कोई भी सदस्य केवल एक बार ही योजना के लिए आवेदन करने के लिए पात्र होगा। परिवार का अर्थ पत्ति एवं पत्नी से है।
  • योजना के तहत पात्रता मानदंडों को पूरा करने के लिए एक शपथ पत्र प्रस्तुत किया जाना है
  • योजनान्तर्गत पात्रता हेतु जाति एक मात्र आधार नहीं होगा | योजनान्तर्गत लाभ प्राप्त करने हेतु ऐसे व्यक्ति भी पात्र होगे जो परम्परागत करीगरी करने वाली जाति से भिन्न हो | ऐसे आवेदको को परंपरागत करीगरी से जुड़े होने के प्रमाण के रूप मे ग्राम प्रधान,अध्यक्ष नगर पंचायत अथवा नगर पालिका/नगर निगम द्वारा निर्गत प्रमाण पत्र प्रस्तुत करना अनिवार्य होगा।

योगी आदित्यनाथ सरकार की अन्य ऋण योजनाओं की सूची

उत्तर प्रदेश की भाजपा सरकार द्वारा शुरू की गयी अन्य ऋण योजनाओ की सूची इस प्रकार है:-

मुख्यमंत्री युवा स्वरोजगार योजना 

प्रदेश के शिक्षित युवा बेरोजगारो को स्वरोजगार के अवसर प्रदान करने के उद्देश्य से मुख्यमंत्री युवा स्वरोजगार योजना संचालित है। योजनान्तर्गत उद्योग स्थापना हेतु रु० 25.00 लाख तक एवं सेवा क्षेत्र हेतु रु० 10.00 लाख तक का ऋण बैंको के माध्यम से उपलब्ध कराया जाता है। राज्य सरकार द्वारा 25 प्रतिशत मार्जिन मनी उपलब्ध करायें जाने का भी प्रावधान है जो कि उद्योग क्षेत्र हेतु अधिकतम रु० 6.25 लाख तथा सेवा क्षेत्र हेतु अधिकतम रु० 2.50 लाख है। इस हेतु अभ्यर्थी को उ0प्र0 का मूल निवासी एवं हाई स्कूल उत्तीर्ण होना अनिवार्य है। अभ्यर्थी की आयु 18 से 40 वर्ष के मध्य होनी चाहिए तथा वह किसी भी वित्तीय संस्थान से चूककर्ता(डिफाल्टर) नहीं होना चाहिए। योजनान्तर्गत स्क्रूटिनी उपरान्त चयनित अभ्यर्थियों के आवेदन पत्रों को बैंक प्रेषित कर ऋण स्वीकृत एवं वितरित कराया जाता है।
   

एक जनपद एक उत्पाद (ओ.डी.ओ.पी) वित्त पोषण हेतु सहायता योजना

योजना का उद्देश्य एक जनपद एक उत्पाद(ओ.डी.ओ.पी) के अन्तर्गत चयनित उत्पादों के समग्र विकास के लिए वित्तीय प्रोत्साहन के माध्यम से कारीगरों / श्रमिकों / उद्यमियों को लाभान्वित करना है | योजनान्तर्गत उद्योग, सेवा एवं व्यवसाय क्षेत्र में वित्त पोषण में सहायता की सुविधा संबन्धित जनपद हेतु चिन्हित ओ.डी.ओ.पी उत्पाद की परियोजना/ इकाइयों को ही प्राप्त होगी।

  • योजनान्तर्गत रु० 25.00 लाख तक की कुल परियोजना लागत की इकाइयों हेतु परियोजना लागत का 25 प्रतिशत या अधिकतम रू 6.25 लाख, जो भी कम हो ,मार्जिन मनी के रूप में देय होगी ।
  • रु० 25 लाख से अधिक एवं 50.00 लाख तक की कुल परियोजना लागत की इकाइयों हेतु धनराशि रू 6.25 लाख अथवा परियोजना लागत का 20 प्रतिशत, जो भी अधिक हो ,मार्जिन मनी के रूप में देय होगी ।
  • रु० 50 लाख से अधिक एवं रु० 150.00 लाख तक की कुल परियोजना लागत की इकाइयों हेतु धनराशि रू 10 लाख अथवा परियोजना लागत का 10 प्रतिशत, जो भी अधिक हो ,मार्जिन मनी के रूप में देय होगी ।
  • रु० 150.00 लाख से अधिक की कुल परियोजना लागत की इकाइयों हेतु परियोजना लागत का 10 प्रतिशत या अधिकतम रू 20 लाख, जो भी कम हो ,मार्जिन मनी के रूप में देय होगी ।

आवेदक की आयु कम से कम 18 वर्ष होनी चाहिए। शैक्षिक योग्यता की कोई बाध्यता नहीं है। आवेदक या इकाई किसी भी राष्ट्रीयकृत बैंक/वित्तीय संस्था/ सरकारी संस्था इत्यादि का चूककर्ता नहीं होना चाहिए। योजनान्तर्गत चयनित अभ्यर्थियों के आवेदन पत्रों को बैंक प्रेषित कर ऋण स्वीकृत एवं वितरित कराया जाता है।

एक जनपद एक उत्पाद प्रशिक्षण एवं टूलकिट योजना

एक जनपद एक उत्पाद कार्यक्रम के अंतर्गत जनपद विशेष हेतु चिन्हित उत्पाद से सम्बन्धित सामान्य तकनीकी प्रशिक्षण, क्राफ्ट की बेसिक एवं एडवांस्ड ट्रेनिंग एवं उद्यमिता विकास प्रशिक्षण ,विभिन्न संस्थाओं के माध्यम से प्रदान कराने हेतु तथा ओ.डी.ओ.पी उत्पादों की संपूर्ण मूल्य श्रृंखला में कुशल कार्यबल की वर्तमान और भविष्य की आवश्यकताओं को पूरा करने के उद्देश्य से एक जनपद एक उत्पाद प्रशिक्षण एवं टूलकिट वितरण योजना संचालित है | इसके अतिरिक्त, प्रशिक्षण उपरांत योजना के अंतर्गत कारीगरों / श्रमिकों को प्रासंगिक उन्नत टूल-किट का वितरण किया जायेगा।

प्रशिक्षण

  • योजनान्तर्गत चयनित व्यक्तियों को कुल 10 दिनों का कौशल एवं उद्यमिता विकास का प्रशिक्षण प्रदान किया जाएगा |
  • प्रशिक्षण कार्यक्रम निशुल्क एवं अनावासीय होगा |
  • प्रशिक्षार्थी को प्रतिदिन रु. 200/- मानदेय के रूप में दिया जाएगा |

प्रशिक्षार्थी की पात्रता

  • आवेदन करने की तिथि को प्रशिक्षार्थी की आयु न्यूनतम 18 वर्ष होनी चाहिए ।
  • प्रशिक्षार्थी को उत्तर प्रदेश का मूल निवासी होना चाहिए |
  • शैक्षिक योग्यता की कोई बाध्यता नहीं होगी |
  • आवेदक द्वारा भारत अथवा प्रदेश सरकार की अन्य किसी योजनान्तर्गत उत्पाद से सम्बंधित टूलकिट का लाभ विगत 02 वर्षों में प्राप्त नहीं किया हो |
  • आवेदक अथवा उसके परिवार के किसी सदस्य को योजनान्तर्गत केवल एक बार ही लाभान्वित किया जाएगा | परिवार का आशय पति एवं पत्नी से है।

हस्तशिल्पियों के कौशल विकास की प्रशिक्षण योजना, उ0प्र0

यह प्रशिक्षण भारत सरकार के राष्ट्रीय हस्तशिल्प पुरस्कार/राज्य हस्तशिल्प पुरस्कार व दक्षता पुरस्कार प्राप्त शिल्पकारों तथा विकास आयुक्त हस्तशिल्प द्वारा शिल्पगुरू की उपाधि से अलंकृत शिल्पकारों के घरों पर उन्हीं के व्यक्तिगत निर्देशन व संरक्षण में संचालित किया जाता है। हस्तशिल्प क्षेत्र मे परम्परागत विधा से हो रहे कार्य को धीरे धीरे बेहतर तकनीकी से करना एवं इस हेतु उनको कौशल विकास की दर से प्रशिक्षित कराना इस योजना का मुख्य उद्देश्य है| Link - http://diupmsme.upsdc.gov.in/doc/Schemes/Hastshilp.pdf

अनु0 जाति/ जनजाति के व्यक्तियों के प्रशिक्षण की योजना, उ0प्र0

योजनान्तर्गत अनुसूचित जाती / जनजाति युवक/ युवतियो को चयनित कर उनमे स्किल्ड डेवलपमेंट विकसित हेतु स्थानीय स्तर पर उद्यमियों की मॉग के अनुसार व्यावहारिक प्रशिक्षण प्रदान किया जाता है| अभ्यर्थियों को एक माह का सैद्धांतिक प्रशिक्षण एवं 03 माह का व्यवहारिक प्रशिक्षण विभिन्न क्षेत्रीय इकाइयो / सेवा केन्द्रो पर दिया जाता है|प्रशिक्षण कार्यक्रम समाप्त हो जाने के पश्चात अभ्यर्थियों को संबन्धित ट्रेड़ों की टूलकिट दी जाती है| Link http://diupmsme.upsdc.gov.in/doc/Schemes/sc_st.pdf

अन्य पिछड़ा वर्ग के व्यक्तियों के प्रशिक्षण की योजना, उ0प्र0

अन्य पिछड़ा वर्ग के व्यक्तियों में कौशल विकास संवर्धन के माध्यम से उद्यमशीलता बढ़ाने के उद्देश्य से प्रशिक्षण कराया जाएगा। यह प्रशिक्षण जनपद में चार माह की अवधि का होगा, जिसमें कुल 37 प्रशिक्षार्थी लिए जाएंगे।अभ्यर्थियों को एक माह का सैद्धांतिक प्रशिक्षण एवं 03 माह का व्यवहारिक प्रशिक्षण विभिन्न क्षेत्रीय इकाइयो / सेवा केन्द्रो पर दिया जाता है|प्रशिक्षण कार्यक्रम समाप्त हो जाने के पश्चात अभ्यर्थियों को संबन्धित ट्रेड़ों की टूलकिट दी जाती है| Link http://diupmsme.upsdc.gov.in/doc/Schemes/OBC.pdf

एक जनपद एक उत्पाद - विपणन प्रोत्साहन योजना, उ0प्र0

राज्य सरकार ने राज्य की सूक्ष्म, लघु एवं मध्यम उद्यम मंत्रालय अपने सार्वजनिक क्षेत्र के उपक्रम राष्ट्रीय लघु उद्योग निगम (एनएसआईसी) के साथ मिलकर सूक्ष्म एवं लघु उद्यमों को विपणन सहायता योजना के तहत विपणन संबंधी सहायता प्रदान की है|ओडीओपी के तहत घोषित उत्पादों की बिक्री के लिए हस्तशिल्पियों, बुनकरों और कारीगरों को बेहतर मार्केटिंग एवं उचित मूल्य दिलाने के मकसद से 'एक जनपद एक उत्पाद विपणन प्रोत्साहन' योजना शुरू की गई थी। इसके तहत प्रदेश में लगने वाले मेला-प्रदर्शनियों में भाग लेने पर स्टॉल चार्ज का 75 फीसद (अधिकतम 50 हजार रुपये), माल ढुलाई पर आने वाले खर्च का 75 फीसद (अधिकतम 75 सौ रुपये) और एक व्यक्ति के आने-जाने के लिए ट्रेन के थर्ड एसी अथवा एसी बस का किराया देने का प्रावधान है। Link http://diupmsme.upsdc.gov.in/doc/Schemes/mda.pdf

National Digital Health Mission (NDHM) has been renamed to Ayushman Bharat Digital Mission (ABDM). The Health ID has now been renamed to Ayushman Bharat Health Account (ABHA) by central government. The new ABHA card registration does not impact existing functionalities and you can continue using your account as before. About Ayushman Bharat Digital Mission (ABDM)

ABDM Background

To strengthen the accessibility and equity of health services, including continuum of care with citizen as the owner of data, in a holistic healthcare programme approach leveraging IT & associated technologies and support the existing health systems in a 'citizen-centric' approach, the ABDM envisages the following specific objectives:

National Health Policy (NHP) 2017 Goals

The National Health Policy (NHP) 2017 has the following goals
  • "The attainment of the highest possible level of health and wellbeing for all at all ages, through a preventive and promotive health care orientation in all developmental policies, and universal access to good quality health care services without anyone having to face financial hardship as a consequence."
  • In a follow-up of the NHP's specific goals for adopting digital technologies, the Ministry of Health and Family Welfare constituted a committee headed by Shri J. Satyanarayana to develop an implementation framework for the National Health Stack. This committee produced the National Digital Health Blueprint (NDHB), laying out the building blocks and an action plan to comprehensively and holistically implement digital health.
  • Taking forward the NDHB, this document describes the broad context, rationale, scope, and implementation arrangements for a digital ecosystem for healthcare services across the country. Since the implementation is envisioned to be in a mission mode, the initiative is referred to as the Ayushman Bharat Digital Mission (ABDM).

Vision of ABDM Scheme as National Digital Health Mission

To create a national digital health ecosystem that supports universal health coverage in an efficient, accessible, inclusive, affordable, timely and safe manner, that provides a wide-range of data, information and infrastructure services, duly leveraging open, interoperable, standards-based digital systems, and ensures the security, confidentiality and privacy of health-related personal information.

Objectives of ABDM 

To strengthen the accessibility and equity of health services, including continuum of care with citizen as the owner of data, in a holistic healthcare programme approach leveraging IT & associated technologies and support the existing health systems in a 'citizen-centric' approach, the ABDM envisages the following specific objectives:
  • To establish state-of-the-art digital health systems, to manage the core digital health data, and the infrastructure required for its seamless exchange;
  • To establish registries at appropriate level to create single source of truth in respect of clinical establishments, healthcare professionals, health workers, drugs and pharmacies;
  • To enforce adoption of open standards by all national digital health stakeholders;
  • To create a system of personal health records, based on international standards, easily accessible to individuals and healthcare professionals and services providers, based on individual's informed consent;
  • To promote development of enterprise-class health application systems with a special focus on achieving the Sustainable Development Goals for health;
  • To adopt the best principles of cooperative federalism while working with the States and Union Territories for the realization of the vision;
  • To ensure that the healthcare institutions and professionals in the private sector participate actively with public health authorities in the building of the ABDM, through a combination of prescription and promotion;
  • To ensure national portability in the provision of health services;
  • To promote the use of clinical decision support (CDS) systems by health professionals and practitioners;

Ayushman Bharat Digital Mission Opportunities 

The current strong public digital infrastructure - including that related to Aadhaar, Unified Payments Interface and wide reach of the Internet and mobile phones (JAM trinity) - provides a strong platform for establishing the building blocks of ABDM. The existing ability to digitally identify people, doctors, and health facilities, facilitate electronic signatures, ensure non-repudiable contracts, make paperless payments, securely store digital records, and contact people provide opportunities to streamline healthcare information through digital management.

Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) has successfully used the available public digital infrastructure to provide end-to-end services through an information technology (IT) platform from identification of beneficiaries to their admission and treatment in hospitals to their discharge and paperless payment to hospitals. The experience of AB-PMJAY can be leveraged to expand the reach of digital health to all residents and develop an open and inter-operable health management system that empowers residents, healthcare providers, the Government and researchers.

Emerging technologies such as artificial intelligence, the internet of things (IoT), Blockchain and cloud computing provide additional opportunities for facilitating a more holistic digital health ecosystem, that can increase the equitable access to health services, improve health outcomes and reduce costs.

Benefits of Ayushman Bharat Digital Mission

  • The implementation of ABDM is expected to significantly improve the efficiency, effectiveness, and transparency of health service delivery overall. Patients will be able to securely store and access their medical records (such as prescriptions, diagnostic reports and discharge summaries), and share them with health care providers to ensure appropriate treatment and follow-up. They will also have access to more accurate information on health facilities and service providers. Further, they will have the option to access health services remotely through tele-consultation and e-pharmacy. ABDM will empower individuals with accurate information to enable informed decision making and increase accountability of healthcare providers.
  • ABDM will provide choice to individuals to access both public and private health services, facilitate compliance with laid down guidelines and protocols, and ensure transparency in pricing of services and accountability for the health services being rendered.
  • Similarly, health care professionals across disciplines will have better access to patient's medical history (with the necessary informed consent) for prescribing more appropriate and effective health interventions. The integrated ecosystem will also enable better continuum of care. ABDM will help digitize the claims process and enable faster reimbursement. This will enhance the overall ease of providing services amongst the health care providers.
  • At the same time, policy makers and programme managers will have better access to data, enabling more informed decision making by the Government. Better quality of macro and micro-level data will enable advanced analytics, usage of health-biomarkers and better preventive healthcare. It will also enable geography and demography-based monitoring and appropriate decision making to inform design and strengthen implementation of health programmes and policies.
  • Finally, researchers will greatly benefit from the availability of such aggregated information as they will be able to study and evaluate the effectiveness of various programmes and interventions. ABDM would facilitate a comprehensive feedback loop between researchers, policymakers, and providers.

Ayushman Bharat Digital Mission (ABDM) Components

There are 4 basic components of Ayushman Bharat Digital Mission which are listed here.

ABHA Number or Health ID

It is important to standardize the process of identification of an individual across healthcare providers. This is the only way to ensure that the created medical records are issued to the correct individual or accessed by Health Information User through appropriate consent. In order to issue the UHID, the system must collect certain basic details including demographic and location, family/relationship, and contact details. Ability to update contact information easily is the key. The Health ID will be used for the purposes of uniquely identifying persons, authenticating them, and threading their health records (only with the informed consent of the patient) across multiple systems and stakeholders.

Healthcare Professionals Registry (HPR)

It is a comprehensive repository of all healthcare professionals involved in delivery of healthcare services across both modern and traditional systems of medicine. Enrolling in the Healthcare Professionals Registry will enable them to get connected to India's digital health ecosystem.

Health Facility Registry (HFR)

It is a comprehensive repository of health facilities of the nation across different systems of medicine. It includes both public and private health facilities including hospitals, clinics, diagnostic laboratories and imaging centers, pharmacies, etc. Enrolling in the Health Facility Registry will enable them to get connected to India's digital health ecosystem.

Health Records (PHR)

A PHR is an electronic record of health-related information on an individual that conforms to nationally recognized interoperability standards and that can be drawn from multiple sources while being managed, shared, and controlled by the individual. The most salient feature of the PHR, and the one that distinguishes it from the EMR and EHR, is that the information it contains is under the control of the individual.

The functions that are supported by a Personal Health Record-System (PHR) will enable an individual to manage information about his or her healthcare. This includes viewing of a longitudinal record, comprising of all health data, lab reports, treatment details, discharge summaries across one or multiple health facilities.

Guiding Principles of Ayushman Bharat Digital Mission

The ABDM will be designed, developed, deployed, operated and maintained by the Government in accordance with the guiding principles as laid out in NDHB. The ABDM guiding principles are as follows:

Business Principles (Health Domain Principles)

  • ABDM will be wellness-centric and wellness-driven - Wellness centres and mobile screening teams will be strengthened through real-time access to personal health records.
  • ABDM will educate and empower individuals to avail a wide range of health and wellness services - Mass awareness and education will be promoted through use of appropriate platforms and a portfolio of Health Apps.
  • ABDM systems will be designed to be inclusive - Specialized systems will be designed to reach out to the "unconnected", digitally illiterate, remote, hilly, and tribal areas.
  • ABDM will ensure security and privacy by design - A National Policy on Security of Health Systems and Privacy of Personal Health Records will be developed, in accordance with the PDP Bill 2019. All the building blocks that require handling personal health records will be designed to comply with such a policy at the outset.
  • ABDM will be designed to measure and display the performance and accountability of all health service providers - Real-time monitoring of performance of all health institutions and professionals against agreed KPIs will be done across service levels of the health sector and published.
  • ABDM will have a national footprint and will enable seamless portability across the country through a Health ID – Personal Health Identifier, with supporting blocks, including adoption of Health Information Standards will play a pivotal role in national portability.
  • The eco-system of ABDM will be built basing on the principle, "Think big, start small, scale fast" - ABDM will adopt a combination of strategies like taking a minimalistic approach for designing each building block, prioritizing and sequencing of the development/ launch of these blocks, and designing a technology architecture that can rapidly and agilely scale horizontally and vertically.

Technology Principles

  • ABDM will be developed by adopting India Enterprise Architecture Framework (IndEA) - The design of the building blocks of ABDM will adopt and conform to IndEA by default. All the design and development efforts will adopt the Agile IndEA Framework notified by MeitY.
  • All the building blocks and components of ABDM will conform to open standards, be interoperable and based on Open Source Software products and open source development - The policy on Open Standards and Open Source Software, notified by MeitY, GoI, will be adopted in designing of the building blocks and in all procurements. Interoperability will be inherent to all the building blocks.
  • Federated Architecture will be adopted in all aspects of ABDM - Only the identified Core Building Blocks will be developed and maintained centrally. All other building blocks will be designed to be operated in a federated model that factors regional, state-level and institution-level platforms and systems to function independently but in an interoperable manner. As defined in ABDM, the data will be federated and stored close to the point of generation.
  • ABDM will be an Open API-based ecosystem - All the building Blocks will be architected adopting the Open API Policy notified by MeitY, GoI and will share data as per standards as defined in NDHB. Security and Privacy will be built into the design and development of the APIs, which should be audited for security and privacy before deployment.
  • All major legacy systems will be assessed for conformance to NDHB principles and leveraged to the extent feasible - Compliance of legacy systems to the Blueprint principles and Agile IndEA principles will be assessed through an appropriately designed assessment tool to evaluate the current conformance and effort required to integrate them with ABDM. Only those legacy systems that cross the bar will be allowed to operate within the eco-system. However, the useful data about healthcare providers, labs, patients available in the legacy applications will be leveraged and utilized to the extent possible, leading to savings in time and effort in collecting such information again.
  • All the components, building blocks, registries, and artefacts of ABDM will be designed adopting a minimalistic approach - Easy, early, and collective adoption of the Blueprint by majority will be critical to its success. Hence every component of the Blueprint will be designed to be minimalistic.
  • All the registries and other master databases of ABDM will be built as Single Source of Truth on different aspects and backed by strong data governance - Rigid validation processes will be applied to all mandatory 'fields', clear ownership and responsibilities will be defined for all core databases and strong, dedicated data governance structures will be established at the State and Central levels.

Now people can make PM Laghu Vyapari Mandhan Yojana Registration at maandhan.in. National Pension Scheme for Traders and Self Employed Persons Yojana online apply process is still ongoing at the official website. Under PMLVMY Scheme, the Indian govt. will provide Rs. 3,000 per month as pension to all retail traders, small shopkeepers and shop owners.
People can even make PM Laghu Vyapari Maan-dhan registrations at the Common Service Centers (CSC) located near them. This scheme is a voluntary contribution scheme and will benefit people on attaining the age of 60 years. PM Laghu Vyapari Maandhan Yojana ensures old age protection and social security of small shopkeepers and traders. The eligibility criteria must be checked before filling the PM Laghu Vyapari Maandhan Yojana 2022 online application form:-

-- This scheme is only for self employed, shop owners, retail owners and other vyaparis.

Social Security Scheme Benefits for eshram Card Holders

Following social security scheme benefits can be availed by unorganised workers using e shram card:-

Pradhan Mantri Shram Yogi Maan-Dhan Pension Yojana

  • Voluntary and contributory pension scheme.
  • Monthly contribution ranges from Rs. 55 to Rs. 200 depending upon the entry age of the beneficiary.
  • 50% monthly contribution is payable by the beneficiary and equal matching contribution for PMSYM social security scheme is paid by the Central Government.

PM-SYM Eligibility Criteria

  • Should be an Indian Citizen
  • Unorganised Workers ( for example: working as street vendors, agricluture labourers, construction site workers, workers in industries of leather, handloom, mid-day meal workers, rickshaw pullers or auto wheelers, rag pickers, carpenters, fisherman's etc.)

The Ministry of Labour & Employment which is one of the oldest and important Ministries of the Government of India, is continuously working on improving life and dignity of Labour force of country by protecting & safeguarding the interest of workers, promotion of welfare and providing social security to the Labour force both in Organized and Unorganized Sectors by enactment and implementation of various Labour Laws, which regulate the terms and conditions of service and employment of workers.

Objectives of eSHRAM Portal

  • Creation of a centralized database of all unorganized workers (UWs) including Construction Workers, Migrant Workers, Gig and Platform workers, Street Vendors, Domestic Workers, Agriculture Workers, etc., to be seeded with Aadhaar.
  • To improve the implementation efficiency of the social security services for the unorganized workers. Integration of Social Security Schemes meant for UWs being administered by MoLE and subsequently those run by other ministries as well.
  • Sharing of information in respect of registered unorganised workers with various stakeholders such as Ministries/ Departments/ Boards/ Agencies/ Organisations of the Central & State Governments through APIs for delivery of various social security and welfare schemes being administered by them.
  • Portability of the social security and welfare benefits to the migrant and construction workers.
  • Providing a comprehensive database to Central and State Governments for tackling any National Crises like COVID-19 in future.

Who can register in eShram (NDUW) Portal?

Any individual satisfying following condition can register on the portal:-
  • An unorganised worker (UW) i.e Any worker who is a home based-worker, self-employed worker or a wage worker in the unorganised sector including a worker in the organised sector who is not a member of ESIC or EPFO or not a Govt. employee is called an Unorganised Worker.
  • Age should be between 16-59 years.
  • Not a member of EPFO/ESIC or NPS (Govt. funded).

What is required for e Shram registration?

Following is required to register on the eshram portal:-

  • Mobile number linked with Aadhaar.

Q1. Who are unorganized workers?
Any worker who is a home-based worker, self-employed worker or a wage worker working in the unorganized sector and not a member of ESIC or EPFO, is called an unorganized worker.

Q2. What is unorganized sector?
Unorganized sector comprises of establishment/ units which are engaged in the production/ sale of goods/ services and employs less than 10 workers. These units are not covered under ESIC & EPFO.

Q3. What is UAN?
Universal Account Number is a 12 digits number uniquely assigned to each unorganized worker after registration on eSHRAM portal. UAN number will be a permanent number i.e. once assigned, it will remain unchanged for the worker's lifetime.

Q4. I am unable to connect to the helpdesk number - 14434. What should I do?
In case you are unable to contact short code helpdesk number 14434, you may also try the 10-digit number as provided by the CSC

Q5. Are there any income criteria?
There are no income criteria for registering on eSHRAM as unorganized worker. However, he/she should not be an income tax payee.

Q6. Are there any eligibility criteria to register in eSHRAM?
Any worker who is unorganized and aged between 16-59, is eligible to register on the eSHRAM portal.

Q8. What is the benefit an unorganized worker will get when he/she registers on eSHRAM portal?
Central Government has developed eSHRAM portal which will be a centralized database of unorganized workers seeded with Aadhaar. After registering, he/she will get an Accidental Insurance cover of 2 Lacs under PMSBY. In future, all the social security benefits of unorganized workers will be delivered through this portal. In emergency and national pandemic like situations, this database may be utilized to provide necessary assistance to the eligible unorganized workers.

Q9. How unorganized worker can get register on eSHRAM portal?
An Unorganized worker may register himself/herself through visiting on eSHRAM portal or through assisted approach by visiting nearest CSC's.

Q10. Is there any charge the worker must pay for the registration in eSHRAM?
Registration on eSHRAM portal is free. Workers are not required to pay any charges to any registering entity.

Q11.Will there be any deduction from worker's bank account after registration?
No. Bank details are being captured to ensure hassle free delivery of benefits under social security schemes or any benefits by the Central/State government directly to the worker's account.

Q12.Does the eSHRAM card have validity period?
This is a permanent number and valid for lifetime

Q13. Does the worker have to renew the UAN card?
There is no need to renew the eSHRAM card to the workers to regularly update their details, mobile number, current address etc. In order to keep his account active, he/she is required to update his account at least once in a year.

Workers can update their details through visiting on eSHRAM portal or through CSC's

Q15. What are the details workers can update in eSHRAM?
Once registered, a worker may update his particular details such as mobile number, current address, occupation, educational qualification, skill types, family details etc. through visiting on eSHRAM portals or nearest CSC's.

Q16. What is NCO?
It is National Classification of Occupation prepared on the basis of work and skill levels required to execute the work. It is an international practice and uniform across the country. It helps in comparing, classifying, sorting occupations and skill levels.

Q17. Select the matching occupation which worker is currently doing?
At the time of registration worker's need to select occupation. It will be based on two level selection – At first level worker needs to select Sector (Agriculture, Automobiles, Construction, etc.), which is broad based category of activities. At second level worker is required to select his activity in the form of occupation which worker is currently doing. The activity which is source of his major income is primary activity/occupation. Any other activity which is a minor but significant source of income is called secondary occupation.

Q18. How occupation is different from skill?
A skill is a learned or natural ability to accomplish a particular task whereas an occupation is a person's usual or principal work or business, especially as a means of earning a living.

Q19. How my details will be used by the Labour ministry?
It is a centralized database seeded with Aadhaar. It will be used for delivery of social security benefits as implemented by Central & State Ministries. It will also ensure portability of the social security and welfare benefits to the migrant and construction workers at their working places. It may also be used for providing assistance to the eligible workers during any National crisis like COVID-19 in future.

Q20. What is PM Suraksha Bima Yojana?
Pradhan Mantri Suraksha Bima Yojana is an Accidental Insurance scheme of Government of India eligible to the people between 18- 70 years of age group. It provides benefit of Rs. 2 Lacs at the time of accidental death and permanent disability & Rs. 1 Lac in case of partial disability.

Q21.How PMSBY is associated with eSHRAM?
The registered workers under eSHRAM portal, will be enrolled under PMSBY and premium for the first year will be borne by the Ministry of Labour & Employment, Government of India

Q24. What procedure needs to be followed in case of death of the worker?

Q25. Whether I must give proof of my date of birth and income ?
At present there is no need to provide any proof of date of birth and income.

Q27. Are there any educational qualifications prescribed for registering as an unorganized worker?
No. He/she should only be required to be employed in the gainful employment in the unorganized sector.

Q28. What are the documents that are to be submitted at the enrollment centre?
Worker are not required any document at the CSC's. They are required to carry their Aadhaar number, Mobile number and bank account details along with IFSC code to register for registration along with Bank Account Details.

Q29. What action is required to be taken by the worker, after attaining the age of 60 years?
Worker do not need to take any action after attaining the age of 60. He/ she will continue to get benefits under eSHRAM project, he/she is entitled for.

Q30. Who will operate the help line/ grievance redressal mechanism?
National help desk/grievance redressal mechanism will be managed by Ministry of Labour & Employment and State call center's/helpdesk will be managed by States.

Q31. Is the SMS language in regional language(s) of the State or in English/Hindi only?
Initially it will be in Hindi and English. Later, it will be provided in regional languages as well.

Q33. Can the worker update his/her photo on eSHRAM portal ?
During the registration, photo is pulled from Aadhaar services therefore provision to update photo is not available. However, if worker's photo is updated in Aadhaar, same will be reflected on eSHRAM portal as well after Aadhaar authentication.

A person's usual or principal work or business, especially as a means of earning a living is called occupation.

Q35. What is primary occupation?
The activity which is source of his major income is primary activity/occupation.

Q36. What is secondary occupation?

Q37. I have lost my registered mobile number. How can I update my mobile number? or register any other mobile number on eSHRAM portal?
You can directly call the helpdesk number and after verifying your credentials, your mobile number on the eSHRAM portal will be updated. Alternatively, you can visit eSHRAM portal or nearest CSC/ SSK's to update mobile number.

Q38. Are farmers eligible to register on eSHRAM portal?
Only agriculture labour's and landless farmers are eligible for registration in the eSHRAM portal. Other farmers are not eligible.

Q39. I am 16 years old. Can I register in eSHRAM portal?
Yes, you are eligible provided you satisfy other registration criteria

Q40. I am 16 years old. Whether I am eligible for PMSBY if registered on eSHRAM?
No, the person should be between 18 – 59 years to be eligible for PMSBY through eSHRAM registration.

Yes, the data will be validated periodically by ESIC, EPFO and income tax departments.

There is no last date for registration. For the convenience, registration on eSHRAM portal is allowed 24x7.

Q45. Are there any financial/monetary/ cash benefits after registration on eSHRAM portal?
Right now, only registration is being done through eSHRAM. The registered workers will be provided accidental insurance cover of Rs. 2 lacs for a year. This data may be utilized to provide financial assistance to the eligible workers during national crisis – COVID19 like situation.

Q50. Is the second-year premium for the PMSBY will be paid by the beneficiary?
Yes. In lieu of Rs.12 per year, workers will get coverage for Rs.2 lakh for accidental death/ permanent disability and Rs. 1 lakh for partial disability.

Q51. Who pays the premium for PMSBY for the second year?
The beneficiary who wishes to continue beyond the first year will provide their consent to continue the scheme and allow auto-debit before each successive insurance cycle year. i.e. 1 Jun to May 31st for every successive year.

Q52. What procedure needs to be followed in case of the death of the worker?
Claimant should file a claim along with relevant documents on the eSHRAM portal/ nearest CSCs.

Q53. Can individuals who leave the scheme rejoin?
The insurance cycle works from 1st June to 31st May of the calendar year. All the workers are required to renew between 1st June to 30th June in the same calendar year to continue the insurance cover.
