Talaash Scheme in Jammu and Kashmir is a part of the umbrella Samagra Shiksha scheme. The J&K Talaash Portal is functional at https://talaash.jk.gov.in/. Samagra Shiksha scheme is an overarching programme for the school education sector extending from pre-school to class 12. The scheme has been prepared with the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes. It subsumes the three Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE).

Background of Samagra Shiksha Scheme in Jammu & Kashmir

Jammu & Kashmir had an estimated 27500 out-of-school children (OoSC) according to the data collected by the Department in 2016. It comprised of two categories- i) Never enrolled; and ii) Dropouts. There are various provisions regarding mainstreaming of OoSC in the Right of Children to Free and Compulsory Education (RTE) Act, 2009, MoE guidelines on Special Training and MHRD Clarification on Provisions of RTE Act, 2009.

The Directorate of Samagra Shiksha J&K has put this issue on a priority and has been constantly making efforts to reduce the number of out-of-school children in Jammu and Kashmir, with special focus on migrant and tribal children, minority communities, children with special needs and the most underprivileged. With the collaboration with the Directorates of Education of Jammu and Kashmir, tremendous progress has been made over the years. As a result, the number of OOSC has been reduced to approximately 11,000 in 2020. The gap is closing fast, and massive enrolment drives in all districts, special incentives and schemes have made this possible.

Going forward, the Department of School Education J&K has initiated a comprehensive programme to address this issue in line with the directives of the Ministry of Education. We aim to:
  • Conduct door-to-door survey and prepare a database of all school-going age children
  • Enumerate and keep track of OOSC in a timely, and quality manner, through intensive data analysis and monitoring and mainstream them
  • Reduce the number of out-of-school children through timely enrolment, regular attendance and flexible learning for elementary and secondary aged children.

राजस्थान सरकार ने राज कौशल योजना व ऑनलाइन श्रमिक एम्प्लॉयमेंट एक्सचेंज की शुरुआत कर दी है ताकि श्रमिकों को आसानी से रोजगार मिल सके। इसके साथ ही श्रमिकों की कमी का सामना कर रहे उद्योगों को सुगमता से श्रमिक उपलब्ध हो सकें इसके लिए राज्य सरकार ने एक बड़ी पहल की है। इस पोर्टल पर श्रमिक (जन-शक्ति) व नियोक्ता हेतु सेवाएं प्रदान की जाती हैं। अब राज्य का कोई भी श्रमिक अथवा नियोक्ता इस राज कौशल पोर्टल पर अपना पंजीयन (रजिस्ट्रेशन) करवा सकते हैं।

राज कौशल योजना पोर्टल क्या है 

राजस्थान के मुख्यमंत्री श्री अशोक गेहलोत ने ऑनलाइन श्रमिक एम्प्लॉयमेंट एक्सचेंज - राज कौशल योजना पोर्टल rajkaushal.rajasthan.gov.in लांच कर दिया है। यह राज्य में उपलब्ध जन शक्ति के रोजगार / स्व-रोजगार के लिए एकीकृत पोर्टल है। यह राजस्थान में उपलब्ध सभी सेवा श्रेणियों की जन शक्ति/श्रमिक व नियोक्ताओं (Employers) का एक मास्टर डेटा बेस है। इसमें राज्य सरकार के पास उपलब्ध विभिन्न प्रकार की जन शक्ति (संनिर्माण श्रमिक, कोविड प्रवासी श्रमिक पंजीकृत बेरोजगार, RSLDC प्रशिक्षित, II प्रशिक्षित इत्यादि) के डाटा को एक स्थान पर लाया गया है। साथ ही राज्य में उपलब्ध सभी संस्थान (उद्योग/व्यापार प्रशिक्षण संस्थान) जो रोजगार देने में सक्षम है उनको BRN (Business Registration Number) या UAN (Udhyog Aadhar Number) के आधार पर इस मास्टर डेटा बेस में लाया गया है।

राज कौशल योजना का उद्देश्य

राजस्थान राज्य के निवासियों को घर के नजदीक रोजगार के अवसर प्रदान करने हेतु तथा विभिन्न व्यावसायिक गतिविधियों के लिए अपेक्षित योग्य कार्मिकों की उपलब्धता सुनिश्चित करने के लिए "राज कौशल योजना" ऑनलाइन प्लेटफॉर्म तैयार किया गया है, इसके मुख्य उद्देश्य:-

  • सेवाप्रदाता व सेवाग्राही हेतु ऑनलाइन प्लेटफॉर्म उपलब्ध करवाना
  • संस्थान / फर्म / कम्पनी / व्यवसायी / व्यक्ति विशेष आदि को आवश्यकतानुसार स्थानीय कार्मिक उपलब्ध करवाना
  • रोजगार के इच्छुक लोगों को घर के नजदीक सेवा प्रदाता की जानकारी प्रदान करना
  • आवश्यकतानुसार श्रम शक्ति का विशेष प्रशिक्षण करवाकर कौशल उन्नयन करना
  • राज्य में उपलब्ध श्रम शक्ति के उत्थान के लिए योजनाओ के निर्माण में सहायता हेतु इनका ट्रैक रिकॉर्ड व डेटाबेस तैयार करना
  • ऑनलाइन रोजगार केंद्र के रूप में कार्य कर, कोराना जैसी महामारी या आपदा के समय बेरोजगारों को रोजगार के अवसर तथा औद्योगिक श्रम की आपूर्ति सुनिश्चित करना
  • प्रति व्यक्ति आय में वृद्धि करना

राज कौशल योजना पोर्टल पर श्रमिक/ जन-शक्ति पंजीयन

  1. इसके लिए श्रमिक sso.rajasthan.gov.in में अथवा https://rajkaushal.rajasthan.gov.in/Index.aspx के माध्यम से अपनी SSO ID से login करके G2C एप्लीकेशन में Rajkaushal एप्लीकेशन को Access करके।

राज कौशल योजना पोर्टल श्रमिक/ जन-शक्ति पंजीयन करवाते समय यदि उसका डाटा राज कौशल में उपलब्ध है तो कुछ सूचनाएं स्वत: ही भर जाएगी साथ ही वह अपनी रोजगार की स्थिति सेवा श्रेणी, कार्य का प्रकार, शैक्षणिक योग्यता, तकनीकी योग्यता, प्रशिक्षण की आवश्यकता इत्यादि डालकर अपना पंजीयन करवा सकता है।

राज कौशल पर नियोक्ता (Employer) पंजीयन

कोई भी नियोक्ता अपनी SSO ID का उपयोग करके स्वयं अथवा ई मित्र कियोस्क पर उपलब्ध सर्विस के द्वारा राज कौशल योजना पोर्टल पर नियोक्ता (Employer) पंजीयन करवा सकता है। सबसे पहले नियोक्ता को BRN (Business Registration Number) डालना है। 

यदि नियोक्ता के BRN नंबर नहीं है तो वह दिए गए Link का उपयोग करके तुरंत BRN ले सकता है। BRN पंजीयन के आधार पर नियोक्ता की अधिकांश सूचना स्वत: ही भर जाएगी। उसके यहां पर जन शक्ति संबंधित अधिकारी/कर्मचारी से संबंधित सूचना भर कर वह अपना राज कौशल योजना पोर्टल पंजीयन कर पाएगा। पंजीयन होने पर उसे SMS द्वारा सूचित कर दिया जाएगा|

श्रमिक / जन शक्ति हेतु राज कौशल पोर्टल पर सेवाएं

  • पंजीयन।
  • प्रोफाइल देखना, अपडेट करना।
  • नई सेवा/स्किल को जोड़ना
  • रोजगार की स्थिति अपडेट करना।
  • अपनी सेवा की श्रेणी व कार्य के आधार पर उपलब्ध रोज़गारों की तलाश करना।
  • किसी उपलब्ध रोजगार में अपनी रुचि दर्शाना, ऐसा करने पर उसकी सूचना संबंधित नियोक्ता के पास उपलब्ध हो जाएगी।
  • अपने आवेदनों की स्थिति जांचना ।
  • प्रशिक्षण की आवश्यकता को दर्ज कराना।

नियोक्ता (उद्योग/व्यापार/प्रशिक्षण संस्थान/ठेकेदार) हेतु राज कौशल पोर्टल पर सेवाएं

  • पंजीयन
  • प्रोफाइल देखना, अपडेट करना।
  • अपने संस्थान में रोजगार की आवश्यकता दर्ज करना
  • दर्ज आवश्यकता के आधार पर उपलब्ध श्रमिक/ जनशक्ति उसे visible हो जाएगी। उसमें से किसी का भी प्रोफाइल देख कर नियोक्ता उसे SMS भेज पाएगा।
  • उपलब्ध श्रमिक/ जन-शक्ति में से नियोक्ता अपनी आवश्यकता (सेवा की श्रेणी, कार्य का आधार, पता इत्यादि) के आधार पर तलाश कर सकता है, तथा किसी भी श्रमिक/ जन शक्ति के प्रोफाइल में SMS भेज कर अपनी रुचि दर्शा सकता है।

दर्ज आवश्यकता के विरुद्ध श्रमिक/ जन-शक्ति से प्राप्त रुचि अथवा स्वयं द्वारा दर्शायी गयी रुचि के आधार पर यदि किसी श्रमिक जन शक्ति का नियोक्ता द्वारा चयन किया जाता है तो यह सूचना नियोक्ता को अपडेट करनी होगी।

श्रमिक/ जन शक्ति व नियोक्ता हेतु महत्वपूर्ण निर्देश

  • श्रमिक/ जन शक्ति को नियोक्ता की प्रमाणिकता स्वयं के स्तर पर जांचनी होगी। इस संबंध में राज कौशल योजना पोर्टल / राजस्थान सरकार की कोई जिम्मेदारी नहीं होगी।
  • रोजगार देने से पहले अथवा सेवा लेने से पहले श्रमिक/ जन शक्ति की स्किल / योग्यता की जांच करना नियोक्ता की स्वयं की जिम्मेदारी होगी । इस संबंध में राज कौशल योजना पोर्टल /राजस्थान सरकार की कोई जिम्मेदारी नहीं होगी।

Ministry of Labour and Employment, Central govt. invites Shram Suvidha Portal Registration 2021 / Login at shramsuvidha.gov.in. Shram Suvidha Portal is a One-Stop-Shop for Labour Law Compliance. Now people can apply online for online registration & license of establishments under Labour Acts i.e EPF / ESI / CLRA / BOCW / ISMW.
Registration under 5 central Labour Act are provided at Shram Suvidha Portal. There are 2 forms for applying online, first is Shram Suvidha EPF / ESIC Registration Form and second is Shram Suvidha CLRA / ISMW / BOCW Registration Form. Moreover, Licence facility is also available for CLRA Act & ISMW Act.

The main focus is on Ease on Doing Business initiative of Govt. of India which is available on Shram Suvidha Portal. After making registration, companies would be provided with LIN. Know Your LIN to become eligible for govt schemes benefits like incentives in PM Rojgar Protsahan Yojana.

This portal allows a company to make registration under 5 central govt. Labour Acts for ease of doing business. These laws are specified as follows:-
  1. The Employees Provident Funds and Miscellaneous Provision's Act (EPF) Act-1952.
  2. Employees State Insurance Act (ESI) Act-1948.
  3. Contract Labour (Regulation and Abolition) Act-1970.

PM Kisan Mandhan Yojana 2022 Registration at pmkmy.gov.in | Apply Online for Prime Minister's Farmers Pension Scheme

Pradhan Mantri Kisan Mandhan Yojana website functional at maandhan.in. Now farmers can apply online and make PM Kisan Mandhan Yojana Registration 2022 at official portal. PM Kisan Maandhan Yojana (PMKMY) is a central government scheme meant for old age protection and social security of small and marginal farmers.
Central govt. has set the entry age for PM Kisan Maan-dhan Yojna between 18 to 40 years. All the farmers with cultivable land upto 2 hectares as per land records of the concerned state / UT are eligible. Each of the selected PM Kisan Pension Yojana beneficiary will get assured pension of Rs. 3,000 per month.

This is a voluntary and contributory pension scheme with matching contribution from the Indian government. Till 5 June 2022, the total no. of farmers enrolled are 2270380. All those farmers who had still not applied can fill PM Kisan Pension Yojana online application form to complete their enrollment in PMKMY Scheme.

Pradhan Mantri Kisan Maandhan Yojana 2022 Features

  • Pradhan Mantri Kisan Maan-Dhan Yojana has been started to provide social security to all landholding Small and Marginal Farmers in the country.
  • These farmers have minimal or no savings and also do not have any source of livelihood when they reach old age.
  • The scheme aims to help them live a healthy and happy life after they reach their old age.
  • Under PM Kisan Mandhan Yojana, a fixed pension of Rs. 3,000/- will be provided to all eligible small and marginal farmers.
  • It is a voluntary and contribution based pension scheme.
  • Pension will be paid to the farmers from a Pension Fund managed by the Life Insurance Corporation of India.
  • Farmers will have to contribute an amount between Rs.55 to Rs.200 per month in the Pension Fund till they reach the retirement date i.e. the age of 60 years.
  • The Central Government will also make an equal contribution of the same amount in the pension fund.
  • Those farmers who are of the age of 18 years and above and upto 40 years are eligible to join the scheme.
  • Spouses of the Small and Marginal farmers are also eligible to join the scheme separately and they will also get separate pension of Rs. 3000/ when they reach the age of 60 years.
  • The farmers who have joined the scheme may also leave the scheme later if they do not wish to continue for any reason. Their contributions to the Pension Fund will be returned to them alongwith interest.
  • In case of unfortunate death of the farmer before retirement date, the spouse may continue in the scheme by paying the remaining contributions till the remaining age of the deceased farmer.
  • In case of death of the farmer before retirement date, if the spouse does not wish to continue, the total contribution made by the farmer along with interest will be paid to the spouse.
  • In case of death of the farmer before retirement date, if there is no spouse, then total contribution along with interest will be paid to the nominee.
  • If the farmer dies after the retirement date, the spouse will receive 50% of the pension i.e. Rs.1500 per month as Family Pension.
  • If the farmer is a beneficiary of the PM-KISAN Scheme, he/she may allow the contribution to be directly paid from the same bank account in which he / she receives the PM-Kisan benefit.
  • The eligible farmers desirous of joining the scheme will visit nearest Common Service Centre (CSC) along with their Aadhaar number and bank passbook or account details.
  • Later on alternative facility of enrollment through the PM-Kisan State Nodal Officers or by any other means or online enrollment will also be made available.
  • Enrollment under the scheme is free of cost and the farmers are not required to make any payment for the purpose at the CSC Centres.

In Karnataka Free Laptop Scheme, govt. will provide incentives to all students. Around 1.50 lakh state students who belong to ST and SC categories would be benefited from the Karnataka Free Laptop Scheme. This scheme will help students belonging to ST/SC category. Laptops of around Rs. 32,000 to Rs. 35,000 will be provided to the students. The state govt. is also considering to give direct cash benefits to students to enable them to purchase laptops of their own choice. As of now, it is just a proposal till date which is not being finalized. As soon as the cabinet approves it or any other notification in this regard comes, we will update it here.
