    **मेरे प्यारे साथियों** आज हम आपको राजस्थान विकलांग पेंशन योजना 2022 ऑनलाइन आवेदन / पंजीकरण पत्र के बारे में बताएंगे। राजस्थान सरकार ने दिव्यांग नागरिकों को पेंशन प्रदान करने के लिए मुख्यमंत्री विशेष योग्यजन सम्मान पेंशन योजना शुरू की है। इस दिव्यांगजन पेंशन योजना 2022 के तहत किसी भी आयु वाले अपंग व्यक्ति जिसकी निःशक्तता 40% या उससे अधिक है, उन्हें सरकारी पेंशन दी जाएगी। 

    शारीरिक रूप से अपंग महिलाओं व पुरुषों को 750 रुपये से 1500 रुपये (विकलांगता के आधार पर) मासिक पेंशन के रूप में मिलेंगे। राजस्थान डोमिसाइल (निवास स्थान) के लोग अब पीडीएफ फॉर्मेट में विकलांग पेंशन योजना आवेदन / पंजीकरण पत्र डाउनलोड कर सकते है। साथ ही दिव्यांगजन पेंशन योजना पेंशन स्टेटस (स्तिथि) व लाभार्थी सूची को राजस्थान की सामाजिक न्याय पोर्टल ssp.rajasthan.gov.in पर ऑनलाइन देख सकते है। तो आइए सबसे पहले इस योजना से जुडे सभी दस्तावेजो को ध्यानपूर्वक देखे और दिव्यांग पेंशन योजना रजिस्ट्रेशन / एप्लीकेशन फॉर्म कैसे और कहां भरने है जानिए।

    राजस्थान मुख्यमंत्री विशेष योग्यजन सम्मान पेंशन योजना ऑनलाइन आवेदन प्रक्रिया

    जिस भी व्यक्ति को राजस्थान दिव्यांगजन पेंशन स्कीम के अंतर्गत ऑनलाइन एप्लीकेशन फॉर्म भरना है, उनके लिए यह सुविधा किसी भी ई-मित्र कियोस्क / राजीव गाँधी सेवा केंद्र या स्वयं के SSO (Single Sign On) ID के माध्यम से निर्धारित प्रारूप एसएसपी 1 (SSP 1) में ssp Rajasthan पोर्टल पर ऑनलाइन आवेदन करना होगा।
    आवेदक को भामाशाह क्रमांक / भामाशाह पंजीकरण संख्या एवं आधार क्रमांक को उपलब्ध करना / भरना अनिवार्य होगा। इसके अभाव में आवेदन पत्र स्वीकार्य नहीं होगा। भामाशाह एवं आधार कार्ड में अंकित आवेदक का व्यक्तिगत विवरण फिंगर प्रिंट प्रमाणीकरण / OTP के पश्चात निर्धारित पेंशन आवेदन पत्र में स्वतः ही अंकित हो जाएगा। 

    इसके अतिरिक्त वांछित विवरण आवेदन पत्र में अंकित करने के पश्चात उक्त आवेदन पत्र को वेब पोर्टल के माध्यम से ऑनलाइन प्रस्तुत (Submit) करने पर आवेदन पत्र स्वतः ही सम्बन्धित जांच अधिकारी को अग्रेषित हो जाएगा। इसकी सूचना आवेदक को रजिस्टर्ड मोबाइल नंबर पर SMS के माध्यम से मिल जाएगी। ज्यादा जानकारी के लिए - https://www.sje.rajasthan.gov.in/Default.aspx?PageID=288  

    राजस्थान दिव्यांगजन पेंशन योजना पंजीकरण के लिए पात्रता मानदंड  

    यदि कोई भी व्यक्ति दिव्यांग पेंशन योजना के अंतर्गत आर्थिक सहायता चाहता है, तो उसे पात्रता मानदंड (Eligibility Criteria) पूरे करने होंगे:-   
    • व्यक्ति राजस्थान राज्य का स्थाई निवासी होना चाहिए।
    • किसी भी आयु का विशेष योग्यजन जिसकी निःशक्तता 40% या  उससे अधिक हो।   
    • आवेदक की आय सभी स्रोतों 60,000 रूपये से अधिक नहीं होनी चाहिए।
    • प्राकृतिक रूप से बोने - जिनकी ऊंचाई 3 फ़ीट 6 इंच से कम है, अब आवेदन कर सकते हैं। 
    • हिजडापन से ग्रसित लोग भी विकलांग पेंशन योजना राजस्थान में आवेदन कर सकते हैं।
    • यदि विकलांग व्यक्ति तीन पहिया चार पहिया का मालिक है इस पेंशन योजना के लिए पात्र नहीं होगा।
    • विकलांग व्यक्ति अगर किसी सरकारी कार्यालय में कार्यरत है तो उसे इस योजना का लाभ नहीं मिलेगा।   
    बहिष्करण:- उपरोक्त के बावजूद, यदि कोई व्यक्ति किसी सरकार या स्थानीय / सांविधिक निकाय से पेंशन प्राप्त कर रहा है या किसी रूप से वित्तपोषित प्राप्त कर रहा है, वह मुख्यमंत्री विशेष योग्यजन पेंशन योजना के तहत भत्ता प्राप्त करने के लिए पात्र नहीं होंगे। 

    राजस्थान विकलांग पेंशन स्कीम प्रतिमाह देय वित्तीय लाभ

    राजस्थान दिव्यांगजन पेंशन स्कीम के अंतर्गत देय राशि इस प्रकार है:-
    • 55 वर्ष से कम की आयु की महिला एवं 58 वर्ष से कम की आयु के पुरुष को 750 रुपये। 
    • 55 वर्ष एवं उससे अधिक आयु की महिला, 58 वर्ष एवं उससे अधिक आयु का पुरुष किन्तु 75 वर्ष से कम आयु के लाभार्थियों को 1,000 रुपये।
    • 75 वर्ष व उससे अधिक आयु के लाभार्थियों को 1,250 रुपये।
    • कुष्ठ रोग मुक्त सभी उम्र के लाभार्थियों को 1,500 रुपये।
    ये पेंशन राशि लाभार्थियों के बैंक खाते में सीधी ट्रांसफर DBT माध्यम से की जाएगी। इस विकलांग-जनों को आवेदन की प्रक्रिया ऑनलाइन होने के कारण अब उन्हें दफ्तरों के चक्कर नहीं लगाने पड़ेंगे। राजस्थान विकलांग पेंशन योजना से विकलांग लोगो को आर्थिक मदद मिलेगी। इस पेंशन योजना से विकलांग-जनों का जीवन आसानी से गुजरेगा, उन्हें अपने किसी भी सामान के लिए किसी के सामने हाथ फैलाने की कोई जरूरत नहीं पड़ेगी। 
            

    राजस्थान अपंगता पेंशन स्कीम के लिए आवश्यक दस्तावेजों की सूची

    राजस्थान अपंगता पेंशन योजना के लिए आवश्यक दस्तावेजों की सूची:- 
    1) आवासीय (निवास) प्रमाण : यह सत्यापित करने के लिए की आवेदन करने वाला कम से कम पिछले 15 साल से राजस्थान  का निवासी है, निम्नलिखित दस्तावेजों में से कोई भी एक दस्तावेज स्वीकार किया जाएगा:- 
    • राशन कार्ड  
    • वोटर कार्ड
    • वोटर लिस्ट में आवेदक का नाम
    • पैन कार्ड
    • ड्राइविंग लाइसेंस
    • पासपोर्ट
    • बिजली / पानी का बिल 
    • घर या जमीन के कागज़
    • LIC पालिसी की कॉपी
    • रजिस्टर्ड रेंट एग्रीमेंट
    • राजस्थान  का स्थायी निवासी प्रमाण पत्र 
    2) आधार कार्ड
    3) भामाशाह कार्ड
    4) निःशक्तता प्रमाण पत्र
    5) पासपोर्ट साइज फोटो
    6) अन्य दस्तावेज : आवेदक के  सेविंग बैंक खाते का विवरण के साथ साथ पासबुक की फोटोकॉपी 

    फीस कितनी लगेगी - सरकारी फिक्स्ड चार्ज 0 रुपये है, सर्विस चार्ज 10 रुपये है, राजीव गाँधी सेवा केंद्र सर्विस चार्ज 30 रुपये है। आवेदन करने के बाद विकलांग पेंशन बनने में ज्यादा से ज़्यादा 60 दिन का वक़्त लगेगा।

    उम्मीदवार अब विकलांग पेंशन स्टेटस की जांच कर सकते है और दिव्यांगजन पेंशन की स्तिथि (मुख्यमंत्री विशेष योग्यजन पेंशन लाभार्थी विवरण) का पता भी कर सकते है:-

    • सबसे पहले आधिकारिक वेबसाइट ssp.rajasthan.gov.in पर जाए।
    • मुख्यपेज पर "Reports" सेक्शन पर क्लिक करें जिससे एक नयी विंडो खुलेगी जो इस प्रकार दिखाई देगी:-
    • इस पेज पर "pensioner online status" लिंक पर क्लिक करें, जिससे राजस्थान दिव्यांगजन पेंशन योजना ऑनलाइन पेंशनर एप्लीकेशन स्टेटस (आवेदन की स्तिथि) का पेज खुल जाएगा।
    • अंत में उम्मीदवार विकलांग पेंशन लाभार्थी की स्तिथि प्रदर्शित करने के लिए "एप्लीकेशन नंबर" डाल कर "Show Status" पर क्लिक कर सकते है। इससे अपंग पेंशन योजना के आवेदन की स्तिथि पता लग जाएगी।

    राजस्थान विकलांग पेंशन योजना का उद्देश्य

    राजस्थान विकलांग पेंशन योजना से राज्य के विकलांग लोगो को लाभ मिलेगा, क्योकि विकलांग व्यक्ति अपने घर वालो पर ही निर्भर होता है, वह अपना काम-काज भी नहीं कर पाता। विकलांग लोग अपनी रोजी-रोटी कमाने में भी असमर्थ होते है जिससे उनका जीवन बहुत गरीबी से गुजरता है। ऐसे लोगो के जीवन में सुधार करने के लिए Rajasthan Viklang Pension Yojana के अंतर्गत राजस्थान सरकार द्वारा हर महीने 1500 रुपए (अधिकतम) देकर आर्थिक मदद की जाएगी, ताकि वह अपना खर्चा खुद कर सके और किसी पर भी निर्भर नहीं रहे । इस योजना का लाभ शारीरिक रूप से विकलांग हो या मानसिक रूप से विकलांग हो, दोनों ही तरह के लोग इस योजना का लाभ उठा सकते है। इसके लिए विकलांग व्यक्ति को कम से कम 40% विकलांगता का सर्टिफिकेट देना होगा तभी विकलांग व्यक्ति को इस योजना का लाभ उठा सकते है।

    राजस्थान विकलांग पेंशन योजना का मुख्य उद्देश्य विकलांगो को आत्मनिर्भर बनाना है ताकि वह किसी पर भी बोझ न बन सके, अपना खुद का गुजारा खुशी से कर सके और समाज में सम्मान के साथ रह सके। राजस्थान सरकार द्वारा अधिकतम 1500 रूपये अधिक रकम तो होती नहीं है लेकिन फिर भी विकलांग लोग इससे अपनी निजी वस्तुएं तो खरीद ही सकता है। छोटी-छोटी चीजों के लिए किसी के सामने हाथ तो नहीं फैलाने पड़ेंगे। राजस्थान विकलांग पेंशन योजना विशेष योग्यजन व्यक्तियों के लिए ही शुरू की है ताकि वह खुश रह सके। इस योजना का लाभ उन लोगो को मिलेगा जो शारीरिक रूप से विकलांग है, प्राकृतिक रूप से बोने हैं या कुष्ठ रोग से पीड़ित हैं।

    Several parties like AAP, Congress, BJP, SAD among others are contesting Punjab assembly elections.     • Entry to the Job fest is facilitated through online registration only

    Need for Vidya Lakshmi Yojana

    India is one of the youngest nations in the world with more than 54% of the total population below 25 years of age. Our young people have to be both, educated and employable for the jobs of the 21st century. The Prime Minister has explained how Skill India needs to be closely coordinated with Make in India.     मुख्यमंत्री शगुन योजना का शुभारम्भ हिमाचल प्रदेश सरकार द्वारा राज्य के गरीबी रेखा से नीचे आने वाले परिवारों, जरूरतमंद परिवारों की बेटियों की शादी के लिए आर्थिक रूप से मदद करने के लिए किया गया है | इस Himachal Pradesh Shagun Yojana 2022 के अंतर्गत राज्य के एससी (SC), एसटी (ST) और अन्य पिछड़ा वर्ग (OBC) केटेगरी के बीपीएल (BPL) परिवारों की बेटियों को विवाह के समय 31 हज़ार रुपये की सहायता राशि दी जाएगी। गरीब, निर्धन, जरुरत मंद परिवारों की बेटियों की शादी (Marriage of daughters) के लिए राज्य सरकार 31 हज़ार रूपये की आर्थिक सहायता (Financial assistance of Rs. 31 thousand) प्रदान करेगी |

    इस योजना के तहत आर्थिक सहायता प्राप्त करने के लिए विवाह के समय बेटी की आयु 18 वर्ष या उससे अधिक (Daughter should be 18 years of age or more at the time of marriage) होनी चाहिए तथा जिस लड़के से उस लड़की की शादी हो रही है उस लड़के की आयु 21 वर्ष या उससे अधिक होनी (Boy must be 21 years of age or older ) चाहिए | तभी वह इस योजना का लाभ उठा सकते है | HP Shagun Yojana 2022 के तहत आवेदन करने वाली कन्या का नाम ई डिस्ट्रिक्ट पोर्टल (edistrict.hp.gov.in) पर रजिस्टर्ड होना चाहिए | इस योजना के तहत हिमाचलप्रदेश की आर्थिक रूप से कमज़ोर परिवार की लड़कियों को लाभान्वित किया जायेगा |

    मुख्यमंत्री शगुन योजना नई अपडेट

    हिमाचल प्रदेश के मुख्यमंत्री जय राम ठाकुर जी ने शगुन योजना के लिए बजट में एक बड़ी राशि प्रस्तावित की है। इस योजना के तहत राज्य की लड़कियों को शादी के लिए 31 हज़ार रूपये की धनराशि प्रदान की जाएगी जिसके लिए जय राम ठाकुर जी की सरकार ने 50 करोड़ के बजट प्रस्तावित किया है।

    जैसे की आप लोग जानते है कि बहुत से ऐसी लोग है जो आर्थिक रूप से कमज़ोर होने के कारण अपनी बेटी की शादी नहीं कर पाते तथा गरीब होने के कारण अपने परिवार की आर्थिक ज़रूरत को भी पूरा नहीं कर पाते इस समस्या पर ध्यान देते हुए हिमाचल प्रदेश सरकार ने इस मुख्यमंत्री शगुन योजना 2022 को शुरू किया है। इस योजना के अंतर्गत गरीब परिवार की बेटियों की शादी के लिए 31 हज़ार रूपये की आर्थिक सहायता प्रदान करना, जिससे आर्थिक रूप से कमज़ोर परिवार अपनी बेटी की शादी अच्छे से कर सकते है |

    1. आवेदक हिमाचल प्रदेश का स्थायी निवासी होना चाहिए |
    2. इस योजना के तहत विवाह के समय लड़की की आयु 18 वर्ष से कम नहीं होनी चाहिए तथा वर की आयु 21 वर्ष से कम नहीं होनी चाहिए |
    3. Shagun Yojana HP के तहत कन्या का नाम ई डिस्ट्रिक्ट पोर्टल पर रजिस्टर्ड होना चाहिए |

    एचपी शगुन योजना के लाभ

    इस योजना का लाभ राज्य के उन परिवारों की बेटियों को प्रदान किया जायेगा जो गरीबी रेखा से नीचे जीवनयापन कर रही है। साथ ही ये ध्यान रखा जाएगा की गरीब परिवार SC, ST या OBC में से किसी एक केटेगरी में आने चाहियें। ऐसे परिवार की बेटी की शादी में सरकार की तरफ से आर्थिक मदद की जाएगी।
    SC / ST / OBC BPL परिवार की बेटी की शादी में सरकार 31,000 रुपये की एकमुश्त रकम देगी। यह रकम लड़की के नाम चेक या डिमांड ड्राफ्ट के जरिए दी जाएगी । Himachal Pradesh Shagun Yojana 2022 के अंतर्गत राज्य के गरीब, निर्धन, जरुरत मंद परिवारों की बेटियों की शादी के लिए राज्य सरकार 31 हज़ार रूपये की आर्थिक सहायता प्रदान करेगी ।

    PM Modi Unemployment Allowance Scheme 2022 Apply Online Form | Atal Beemit Vyakti Kalyan Yojana

    Central government has launched PM Modi Unemployment Allowance Scheme 2022 or Atal Beemit Vyakti Kalyan Yojana. ABVKY will benefit around 40 lakh industrial workers who are members of Employees State Insurance Corporation (ESIC members). People can now check the how to apply for PM Unemployment Allowance Scheme and fill ABKVY application / registration form online.

    About Atal Beemit Vyakti Kalyan Yojana 2022

    Atal Beemit Vyakti Kalyan Yojana (ABVKY) is a welfare scheme for employees covered under Section 2(9) of ESI Act, 1948, in the form of relief payment upto 90 days, once in a lifetime. The Atal Bimit Vyakti Kalyan Yojana was introduced w.e.f. 01-07-2018 on pilot basis for a period of two years initially.

    The scheme has now been extended for another one year i.e. from 1st July, 2020 to 30th June, 2021. It has also been decided to enhance the rate of unemployment relief under the scheme to 50% of wages from earlier rate of 25% along with relaxation in eligibility conditions, provided the Insured Person should have been in insurable employment for a minimum period of two years immediately before her/his unemployment and should have contributed for not less than 78 days in the contribution period immediately preceding to unemployment and minimum 78 days in one of the remaining three contribution periods in two years prior to unemployment. In a significant relaxation, relief shall become due for payment after 30 days from date of unemployment and claim can be submitted directly to the designated ESIC Branch Office by the worker.

    The enhanced benefit and relaxed conditions are applicable during the period 24th March 2020 to 31st December 2020. Claims to get the relief can be made online at website www.esic.in along with submission of the physical claim with an affidavit, photocopy of Aadhaar Card and Bank Account details to the designated ESIC Branch Office by post or in person.

    PM Modi Unemployment Allowance Scheme 2022

    ESIC board has approved relaxation in eligibility criteria and enhancement in the payment of unemployment benefit under its Atal Bimit Vyakti Kalyan Yojana (ABVKY). This PM Modi Unemployment Allowance Scheme 2022 would benefit 40 lakh nearly industrial workers who are ESIC members. The central govt. is implementing the ABVKY under which unemployment benefit is paid to the workers covered under ESI scheme. 

    As per the official sources, ESIC has decided to extend the scheme for 1 more year up to 30 June 2021. ESIC official statement said "It has been decided to relax the existing conditions and the amount of relief for workers who have lost employment during the COVID-19 pandemic period." It is an enhanced relief under relaxed conditions which is payable for duration b/w 24 March 2020 to 31 Dec 2020. Afterwards, the ABVKY Scheme will be available with original eligibility condition during the period 1 January 2021 to 30 June 2021.

    It is proposed that the govt. will perform review of relaxed conditions after 31 December 2020. The review will depend upon the need and demand for such relaxed condition.

    Eligibility criteria to get Half Salary for 3 Months to Unemployed Workers

    ESIC has even relaxed the eligibility criteria to avail relief under Atal Bimit Vyakti Kalyan Yojana. Previously, the unemployment allowance was payable 90 days after unemployment. But with the new PM Modi Unemployment Allowance Scheme 2021, it shall become due for payment after 30 days of getting unemployed.

    How to Apply for PM Modi Unemployment Allowance Scheme 2022

    The ESIC member can submit the unemployment claim directly to the ESIC branch office. This is different from claim being forwarded by the last employer.     PM Karmayogi Scheme (कर्मयोगी योजना) has been approved by the Indian Cabinet Committee on Economic Affairs on 2 September 2020. This National Mission for Civil Services Capacity Building is started by central government for welfare of government officials. The Mission Karmayogi is a skill building programme for its civil servants and is the biggest Human Resource Development (HRD) reform approved by CCEA.

    The PM Karmayogi Scheme or the Mission Karmayogi will be accessible for all i.e from section officers to secretaries.     Principles for Karmayogi Scheme 2022

    Objectives of National Mission for Civil Services Capacity Building

    It is also proposed to set up a Capacity Building Commission, with a view to ensure a uniform approach in managing and regulating the capacity building ecosystem on collaborative and co-sharing basis. The role of Commission will be as under:-
    1. To assist the PM Public Human Resources Council in approving the Annual Capacity Building Plans.
    2. In order to exercise functional supervision over all Central Training Institutions dealing with civil services capacity building.
    3. To create shared learning resources, including internal and external faculty and resource centers.
    4. For coordination and supervising the implementation of the Capacity Building Plans with the stakeholder Departments.
    5. To make recommendations on standardisation of training and capacity building, pedagogy and methodology
    6. To set norms for common mid-career training programs across all civil services.
    To suggest policy interventions required in the areas of HR Management and Capacity Building to the government.

    iGOT Karmayogi Platform

    iGOT-Karmayogi platform brings the scale and state-of-the-art infrastructure to augment the capacities of over two crore officials in India. The platform is expected to evolve into a vibrant and world-class market place for content where carefully curated and vetted digital e-learning material will be made available. Besides capacity building, service matters like confirmation after probation period, deployment, work assignment and notification of vacancies etc. would eventually be integrated with the proposed competency framework.
    Mission Karmayogi aims to prepare the Indian Civil Servant for the future by making him more creative, constructive, imaginative, innovative, proactive, professional, progressive, energetic, enabling, transparent and technology-enabled. Empowered with specific role-competencies, the civil servant will be able to ensure efficient service delivery of the highest quality standards.

    Financial implications of PM Karmayogi Yojana

    To cover around 46 lakh Central employees in PM Karmayogi Yojana, a sum of Rs. 510.86 crore will be spent over a period of 5 years from 2020-21 to 2024-25. The Mission Karmayogi expenditure is partly funded by multilateral assistance to the tune of USD 50 million. A wholly owned Special Purpose Vehicle (SPV) for NPCSCB will be set up under Section 8 of the Companies Act, 2013. The SPV will be a "not-for-profit" company and will own and manage iGOT-Karmayogi platform. 
    The SPV will create and operationalise the content, market place and manage key business services of iGOT Karmayogi platform, relating to content validation, independent proctored assessments and telemetry data availability. The SPV will own all Intellectual Property Rights on behalf of the Government of India. An appropriate monitoring and evaluation framework will also be put in place for performance evaluation of all users of the iGOT Karmayogi platform so as to generate a dashboard view of Key Performance Indicators.

    Background of PM Karmayogi Scheme

    Capacity of Civil Services plays a vital role in rendering a wide variety of services, implementing welfare programs and performing core governance functions. A transformational change in Civil Service Capacity is proposed to be affectedby organically linking the transformation of work culture, strengthening public institutions and adopting modern technology to build civil service capacity with the overall aim of ensuring efficient delivery of services to citizens.

    A Public Human Resources Council comprising of select Union Ministers, Chief Ministers, eminent public HR practitioners, thinkers, global thought leaders and Public Service functionaries under the Chairmanship of Hon'ble Prime Minister will serve as the apex body for providing strategic direction to the task of Civil Services Reform and capacity building.
